2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate the United States Army | ||||||
4 | Reserve on the occasion of its 110th birthday; and
| ||||||
5 | WHEREAS, The United States Army Reserve is the United | ||||||
6 | States Army's sole dedicated Federal Reserve force, providing | ||||||
7 | operational capability and strategic depth to the total Army | ||||||
8 | and the Joint Force in support of U.S. national security | ||||||
9 | interests and Army commitments worldwide; and
| ||||||
10 | WHEREAS, America's Army Reserve is a capable, ready, and | ||||||
11 | lethal team of technically and highly-skilled soldiers, | ||||||
12 | providing critical capabilities to Army Service Component | ||||||
13 | Commands and all Combatant Commands; as it has since its | ||||||
14 | founding in 1908 as the Medical Reserve Corps, today's Army | ||||||
15 | Reserve, anchored in civilian employment and local communities | ||||||
16 | across the nation and highly trained and educated in 148 | ||||||
17 | different military career fields, stands ready to serve the | ||||||
18 | nation at home and abroad; and
| ||||||
19 | WHEREAS, Operating as an Army component and | ||||||
20 | force-providing command, the Army Reserve has a | ||||||
21 | congressionally authorized strength of 199,000 soldiers, more | ||||||
22 | than 11,000 civilians, and 2,075 units, residing and operating |

1 | in every state, five U.S. territories, and 30 countries; and
| ||||||
2 | WHEREAS, The Army Reserve accounts for 20 percent of the | ||||||
3 | Army's organized units, provides nearly half of the Army's | ||||||
4 | total maneuver support, and makes up a quarter of the Army's | ||||||
5 | mobilization base expansion capability; and
| ||||||
6 | WHEREAS, The Army Reserve's critical capabilities include | ||||||
7 | early opening and set-the-theater units required to rapidly | ||||||
8 | deploy forces, build expeditionary combat power, and sustain a | ||||||
9 | campaign-capable force; and
| ||||||
10 | WHEREAS, Command authority of the Army Reserve rests under | ||||||
11 | a single individual who is both the Chief of the Army Reserve | ||||||
12 | and the Commanding General of the United States Army Reserve | ||||||
13 | Command; this streamlined command structure ensures unity of | ||||||
14 | command and unity of effort in the resourcing, training, and | ||||||
15 | accessing of the Army Reserve; and
| ||||||
16 | WHEREAS, This enables support of every Army Service | ||||||
17 | Component Command and worldwide Combatant Command with an Army | ||||||
18 | Reserve footprint in all 50 states, five territories, and more | ||||||
19 | than 30 countries, as the Army Reserve is uniquely designed | ||||||
20 | from the ground up to meet the needs of the Joint Force under | ||||||
21 | this single unified command authority; and

1 | WHEREAS, The Chief of Army Reserve is the principal advisor | ||||||
2 | on Army Reserve matters to the Secretary and Chief of Staff of | ||||||
3 | the Army; the Office of the Chief of Army Reserve plans, | ||||||
4 | prepares resources, and manages the force and is responsible | ||||||
5 | for the justification, defense, and execution of the Personnel, | ||||||
6 | Operations and Maintenance, and Construction budgets; | ||||||
7 | therefore, be it

8 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
9 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
10 | we congratulate the United States Army Reserve on the occasion | ||||||
11 | of its 110th birthday in service to the United States Army and | ||||||
12 | this nation; and be it further
| ||||||
13 | RESOLVED, That a suitable copy of this resolution be | ||||||
14 | presented to the United States Army Reserve as a symbol of our | ||||||
15 | esteem and respect.
