2 | | WHEREAS, It is appropriate for us to remember the many |
3 | | sacrifices and contributions members of the law enforcement |
4 | | community make while protecting the safety of the public; and
|
5 | | WHEREAS, House Joint Resolution 21 honored Illinois State |
6 | | Police Trooper Michael McCarter, Paxton Police Department |
7 | | Patrolman William Caisse, civilian Donald Vice, who were killed |
8 | | during a traffic stop in I-57, and Paxton Police Department |
9 | | Patrolman Larry C. Hale, who was wounded during the traffic |
10 | | stop, by naming the overpass at 200 North Road, crossing I-57 |
11 | | South, near Paxton as the "McCarter-Caisse-Vice-Hale Memorial |
12 | | Overpass"; and
|
13 | | WHEREAS, Trooper McCarter served as a Marine Sergeant in |
14 | | Vietnam; he was a nine-year veteran of the Illinois State |
15 | | Police and was assigned to District 6A; he was survived by his |
16 | | wife and son; and
|
17 | | WHEREAS, Patrolman Caisse was a veteran of the United |
18 | | States Army and served in Vietnam; he had been with the Paxton |
19 | | Police Department for three years; he was survived by his wife, |
20 | | his son, his two daughters, his parents, his four brothers, and |
21 | | his sister; and

1 | | WHEREAS, Donald Vice worked at Caterpillar Tractor Company |
2 | | in Pontiac; he was survived by his wife, his mother, his |
3 | | stepfather, his three daughters, his six sons, his two |
4 | | brothers, his three sisters, and his four grandchildren; and
|
5 | | WHEREAS, Patrolman Hale was shot in the chest with the |
6 | | bullet coming within inches of his heart; he fired back with |
7 | | his shotgun, hitting one of the shooters four times; the |
8 | | shooter fell to the ground, but then appeared to be reaching |
9 | | for his gun, so Hale fired his revolver, killing him; and
|
10 | | WHEREAS, April 7, 2019 marks the 40th anniversary of this |
11 | | tragedy, and we remember the sacrifices these brave men made on |
12 | | April 7, 1979; therefore, be it
|
13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
14 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
15 | | we remember the sacrifices and heroism of Illinois State Police |
16 | | Trooper Michael McCarter, Paxton Police Department Patrolman |
17 | | William Caisse, Paxton Police Department Patrolman Larry C. |
18 | | Hale, and civilian Donald Vice on the 40th anniversary of the |
19 | | shooting incident on I-57; and be it further

20 | | RESOLVED, That suitable copies of this resolution be |
21 | | presented to the families of Trooper McCarter, Paxton Patrolman |
22 | | Caisse, and Donald Vice, and to Paxton Patrolman Hale, the |
