HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend State Representative Lou Lang
4on his service to the State of Illinois and the people of the
516th District; and
 
6    WHEREAS, Throughout his career, Representative Lang was
7committed to education funding and property tax reduction; he
8has supported increases in the minimum wage, opposed efforts to
9weaken worker compensation laws, and won a seven percent
10property tax assessment cap for Cook County homeowners; in
112009, he co-sponsored Illinois's marriage equality law, and, in
122017, he co-sponsored HB40, legislation that protects women's
13reproductive rights; on May 30, 2018, Illinois succeeded in
14ratifying the Equal Rights Amendment; after 25 years of
15unsuccessful attempts at ratification, Lang, House Chief
16Sponsor of the ERA, was celebrated as Illinois became the 37th
17state to ratify; and
 
18    WHEREAS, Representative Lang has been a leader on mental
19health reform for 30 years; he championed several major bills
20dealing with mental health and healthcare reform, including as
21Chief Sponsor of HB1, a bill legalizing Medical Cannabis in
22Illinois; as the national opioid crisis increasingly worsened,
23he was the Chief Sponsor of the Heroin Crisis Act, a bill used

1as a national model for battling the Heroin epidemic; in 2017,
2he was the Chief Sponsor of HR 378, a resolution elevating
3awareness for maternal mental health; he both authored and was
4the Chief Sponsor of SB1707, which was dubbed the strongest
5mental health parity law in the nation; and
 
6    WHEREAS, Representative Lang was considered the resident
7expert in Springfield on all issues regarding gaming; for many
8years, he was a member of the Joint Committee on Administrative
9Rules and the Ethics Committee, which he also chaired; he
10chaired the Jewish Caucus; he has a long history of mentoring
11freshmen in the House, as well as helping political candidates
12throughout the State; and
 
13    WHEREAS, Representative Lang is the Niles Township
14Democrats Committeeman, a position he's held for over a decade;
15he is also on the Executive Board of the Cook County Democratic
16Party; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we commend State Representative Lou Lang on his distinguished
20service to the State of Illinois and the people of the 16th
21District; and be it further
