HOUSE RESOLUTION

 
2    WHEREAS, One in nine men will be diagnosed with prostate
3cancer; and
 
4    WHEREAS, Prostate cancer is the second leading cause of
5cancer death among American men and the most commonly
6diagnosed; and
 
7    WHEREAS, In 2019, there are expected to be approximately
8174,650 new cases of prostate cancer and nearly 31,620 deaths
9from the disease in the United States; in Illinois, it is
10estimated that 6,690 men will be diagnosed with prostate cancer
11in 2019; and
 
12    WHEREAS, Prostate cancer affects all races and
13socioeconomic classes; however, compared to white men and other
14men of color, African American men are at an increased risk for
15developing prostate cancer; one in six African American men
16will develop prostate cancer; overall, African American men are
171.7 times more likely to be diagnosed with, and 2.3 times more
18likely to die from, prostate cancer than white men; African
19American men are also slightly more likely than white men to be
20diagnosed with advanced stages of the disease; and
 
21    WHEREAS, Finding prostate cancer when it is still at an

1early stage offers the best hope for effective treatment and a
2cancer-free life; and
 
3    WHEREAS, If the disease progresses to metastatic
4castration-resistant prostate cancer (CRPC), the prognosis is
5poor, with a median survival of approximately three years; the
6patient, family, health, and economic burdens of prostate
7cancer, particularly of advanced-state cancer, are large; and
 
8    WHEREAS, Improved awareness of prostate cancer, an
9understanding of increased risks for developing the disease, as
10well as access to recent medical advances that may extend the
11time a patient lives without his cancer spreading are important
12to improve the patient's outcome; and
 
13    WHEREAS, Shared decision making between the patient, his
14family and other caregivers, and a physician is important to
15support the appropriate care for an individual's clinical
16situation; and
 
17    WHEREAS, Patients should consult their physicians
18regarding individual risk for developing prostate cancer, to
19determine when screening and other tests for early detection of
20prostate cancer are needed, and to understand the risks and
21possible benefits of screening; and

1    WHEREAS, Individuals who are diagnosed with prostate
2cancer can speak with their physician and other health care
3providers to learn more about the disease; they can also find
4support groups and services in their community or online; and
 
5    WHEREAS, Additional focus is needed on the personal and
6social burdens of prostate cancer to anticipate the needs and
7provide support to the patient, his family, and other
8caregivers; and
 
9    WHEREAS, Additional research on prostate cancer is needed,
10so new and more effective treatments can be developed, as well
11as a push for critical research and advanced treatments for
12prostate cancer; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we declare September 2019 as Prostate Cancer Awareness Month in
16the State of Illinois, and we ask the citizens of Illinois to
17become aware of prostate cancer, so they can have an informed
18conversation with their health care provider regarding
19possible screening and diagnostic methods and, if necessary,
20treatments to improve the outcomes and the psychosocial support
21for people affected by the disease.
