HOUSE RESOLUTION

 
2    WHEREAS, The first session of the Illinois General Assembly
3convened on October 5, 1818 in Kaskaskia; and
 
4    WHEREAS, As Illinois was not yet a state in October 1818,
5General Assembly members did not pass legislation during the
6first week of session in 1818 and adjourned until statehood was
7approved; and
 
8    WHEREAS, The second session of the First General Assembly
9convened in January 1819 after Illinois was officially declared
10a state on December 3, 1818; and
 
11    WHEREAS, The first piece of legislation of the Illinois
12General Assembly was on a hand-written, one-page document, An
13Act Declaring What Laws are in Force in This State, which made
14British Common Law the rule of the land until aspects were
15superseded by the General Assembly; and
 
16    WHEREAS, The 14 senators of the First Illinois General
17Assembly were: Martin Jones of Bond County, Joseph Kitchell of
18Crawford County, Guy W. Smith of Edwards County, Michael Jones
19of Gallatin County, Conrad Will of Jackson County, Thomas
20Roberts of Johnson and Franklin Counties, George Cadwell of
21Madison County, Alexander Jamison of Monroe County, Lewis

1Barker of Pope County, William Kinney of St. Clair County, John
2McFerron of Randolph County, Thomas Cox of Union County, Zariah

5    WHEREAS, The 29 representatives of the First Illinois
6General Assembly were: Francis Kirkpatrick of Bond County,
7David Porter and Scott Riggs of Crawford County, Levi Compton
8and Henry Utter of Edwards County, Elijah Ewing of Franklin
9County, John Marshall and Samuel McClintock of Gallatin County,
10Jesse Greggs of Jackson County, Isaac D. Wilcox of Johnson
11County, Abraham Prickett, John Howard, and Samuel Whiteside of
12Madison County, William Alexander of Monroe County, Green B.
13Field and Robert Hamilton of Pope County, Risdon Moore, John
14Messinger, and James D. Thomas of St. Clair County, Edward
15Humphreys of Randolph County, Jesse Echols and John Whiteaker
16of Union County, Daniel S. Swearengen of Washington County, and
17William McHenry, William Nash, and Alexander Phillips of White
18County; and
 
19    WHEREAS, On February 4, 1819, An Act Declaring What Laws
20are in Force in This State was signed by the first Governor of
21Illinois, Shadrach Bond, the first Lieutenant Governor of
22Illinois, Pierre Menard, who also served as the Senate
23President for the First General Assembly, and the first Speaker
24of the House, John Messinger; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we commemorate the passage of the first Public Act in Illinois
4on February 4, 1819.
