HOUSE JOINT RESOLUTION

 
2    WHEREAS, Senate Joint Resolution Constitutional Amendment
3No. 1 proposes to amend the Revenue Article of the Illinois
4Constitution by removing language that requires a uniform rate
5for personal income tax imposed by the State, and by
6authorizing the General Assembly to set by law the rate or
7rates for personal income tax imposed by the State; and
 
8    WHEREAS, Senate Joint Resolution Constitutional Amendment
9No. 1 was adopted by a three-fifths majority of the Senate on
10May 1, 2019, and by a three-fifths majority of the House of
11Representatives on May 27, 2019, meeting the requirements of
12subsection (a) of Section 2 of Article XIV of the Illinois
13Constitution to be placed on the ballot at the next general
14election; and
 
15    WHEREAS, The proposal to amend the Illinois Constitution
16authorized by Senate Joint Resolution Constitutional Amendment
17No. 1 is scheduled to appear on the general election ballot for
18November 3, 2020; and
 
19    WHEREAS, Subsection (a) of Section 2 of Article XIV of the
20Illinois Constitution specifically authorizes proposed
21constitutional amendments adopted by the General Assembly
22under Section 2 of Article XIV of the Illinois Constitution to

1be removed from the ballot when "withdrawn by a majority of the
2members elected to each house"; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that the proposal to amend the
6Illinois Constitution authorized by Senate Joint Resolution
7Constitutional Amendment No. 1 is hereby withdrawn from the
8general election ballot for November 3, 2020; and be it further
 
9    RESOLVED, That the Governor, the Secretary of State, the
10Illinois State Board of Elections, and all Illinois election
11authorities shall be provided with copies of this resolution.
