| ||||||
2 | WHEREAS, The State of Illinois has identified the need to | ||||||
3 | create a local, sustainable, accessible, fair, and healthy food | ||||||
4 | system in order to provide healthy food choices in State-funded | ||||||
5 | facilities; and
| ||||||
6 | WHEREAS, The State of Illinois is committed to improving | ||||||
7 | the health of all its residents and to promoting a safe, | ||||||
8 | healthy, and fair work environment for its workforce; and
| ||||||
9 | WHEREAS, The Good Food Purchasing Program (GFPP) was | ||||||
10 | developed in 2012 to provide an incentive to public | ||||||
11 | institutions to procure Good Food produced through | ||||||
12 | values-driven purchasing standards; and
| ||||||
13 | WHEREAS, GFPP defines Good Food as food that is healthy, | ||||||
14 | affordable, fair, and sustainable and is produced, processed, | ||||||
15 | distributed, and recycled locally using the principles of | ||||||
16 | environmental stewardship, meets the Dietary Guidelines for | ||||||
17 | Americans, and is available to purchase for all income levels; | ||||||
18 | and | ||||||
19 | WHEREAS, Good Food values prioritize nutrition, | ||||||
20 | affordability, locality, and sustainable production practices, | ||||||
21 | including sound environmental practices, fair prices for |

1 | producers, safe and fair working conditions for employees, and | ||||||
2 | humane conditions for animals; and | ||||||
3 | WHEREAS, All participants in the GFPP food supply chain | ||||||
4 | receive fair compensation and fair treatment and are free from | ||||||
5 | exploitation; and | ||||||
6 | WHEREAS, Good Food Purchasing refers to the sourcing and | ||||||
7 | purchasing of foods and beverages and food and beverage service | ||||||
8 | contracts procured by the State of Illinois; and
| ||||||
9 | WHEREAS, In practicing Good Food Purchasing policies, the | ||||||
10 | State of Illinois will help support a regional food system that | ||||||
11 | is ecologically sound, economically viable, and racially and | ||||||
12 | socially equitable and has an impact on the availability of | ||||||
13 | local, sustainable food; and
| ||||||
14 | WHEREAS, It is recognized that the significant buying power | ||||||
15 | of public institutions across the country can reform the food | ||||||
16 | system, create opportunities for smaller farmers and | ||||||
17 | low-income entrepreneurs to thrive, provide just compensation | ||||||
18 | and fair treatment for food chain workers, support sustainable | ||||||
19 | farming practices, reward good environmental stewardship, and | ||||||
20 | increase access to fresh and healthy foods; therefore, be it

21 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

1 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
2 | SENATE CONCURRING HEREIN, that we embrace the principles of the | ||||||
3 | Good Food Purchasing Program as a strategy to help improve our | ||||||
4 | region's food system through the adoption and implementation of | ||||||
5 | Good Food Purchasing Standards; and be it further | ||||||
6 | RESOLVED, That there is created the Illinois Good Food | ||||||
7 | Purchasing Policy Task Force to study the current procurement | ||||||
8 | of food within the State and explore how Good Food Purchasing | ||||||
9 | can be implemented to maximize the procurement of healthy foods | ||||||
10 | that are sustainably, locally, and equitably sourced; and be it | ||||||
11 | further | ||||||
12 | RESOLVED, That the Task Force shall consist of the | ||||||
13 | following members, who shall serve without compensation: | ||||||
14 | (1) The Lieutenant Governor or his or her designee; | ||||||
15 | (2) The Speaker of the House of Representatives or his | ||||||
16 | or her designee; | ||||||
17 | (3) The Minority Leader of the House of Representatives | ||||||
18 | or his or her designee; | ||||||
19 | (4) The Senate President or his or her designee; | ||||||
20 | (5) The Senate Minority Leader or his or her designee; | ||||||
21 | (6) One member nominated by a statewide local food | ||||||
22 | advocacy organization and appointed by the Speaker of the | ||||||
23 | House; | ||||||
24 | (7) One member nominated by a national multi-sector |

2 | the House; | ||||||
3 | (8) One member nominated by a Chicago-based food | ||||||
4 | advocacy organization and appointed by the Minority Leader | ||||||

6 | (9) One member nominated by a statewide environmental | ||||||
7 | advocacy organization and appointed by the Senate | ||||||
8 | President; | ||||||
9 | (10) One member nominated by a statewide labor | ||||||
10 | organization that represents food workers and appointed by | ||||||
11 | the Senate Minority Leader; | ||||||
12 | (11) One member nominated by a national farm-animal | ||||||
13 | welfare organization and appointed by the Senate | ||||||
14 | President; | ||||||
15 | (12) The Director of the Department of Commerce and | ||||||
16 | Economic Opportunity or his or her designee; | ||||||
17 | (13) The Director of the Environmental Protection | ||||||
18 | Agency or his or her designee; | ||||||
19 | (14) The Director of the Department of Public Health or | ||||||
20 | his or her designee; | ||||||
21 | (15) The Director of the Department of Natural | ||||||
22 | Resources or his or her designee; | ||||||
23 | (16) The Chief Procurement Officer for General | ||||||
24 | Services or his or her designee; | ||||||
25 | (17) The Chief Procurement Officer for Higher | ||||||
26 | Education or his or her designee; |

1 | (18) The Chief Procurement Officer for the Secretary of | ||||||
2 | State's Office or his or her designee; | ||||||
3 | (19) The Chief Procurement Officer for the Department | ||||||
4 | of Corrections or his or her designee; | ||||||
5 | (20) The Chief Procurement Officer for the Department | ||||||
6 | of Human Services or his or her designee; | ||||||
7 | (21) The Chief Procurement Officer for Central | ||||||
8 | Management Services or his or her designee; and | ||||||
9 | (22) The Director of the Department of Agriculture or | ||||||
10 | his or her designee; and be it further | ||||||
11 | RESOLVED, That the Department of Agriculture shall provide | ||||||
12 | administrative support for the Task Force; and be it further | ||||||
13 | RESOLVED, That the Task Force members shall select a | ||||||
14 | chairperson at the first meeting; and be it further
| ||||||
15 | RESOLVED, That the Task Force shall submit its final report | ||||||
16 | to the Governor and the General Assembly no later than January | ||||||
17 | 1, 2021 and is dissolved upon the filing of the report.
