2 | | WHEREAS, It is the mission of a Responsible Bidder |
3 | | Ordinance to serve as a "protection plan" for local governments |
4 | | by establishing clear objective criteria that contractors must |
5 | | meet to be eligible to bid on public works construction |
6 | | projects; and
|
7 | | WHEREAS, Implementing Responsible Bidder Ordinances |
8 | | reinforces the public's confidence in the use of taxpayer |
9 | | dollars by hiring only reputable contractors with a proven |
10 | | record of completing jobs on time and on budget; and
|
11 | | WHEREAS, Responsible Bidder Ordinances protect the |
12 | | interests of residents who depend on public bodies to assure |
13 | | safe, quality construction and prevent the need for additional |
14 | | reconstruction; and
|
15 | | WHEREAS, Construction is one of the fastest-growing |
16 | | industries in the State, and Responsible Bidder Ordinances are |
17 | | designed to ensure that a city, town, county, or school system |
18 | | only hires responsible contractors who will perform the highest |
19 | | quality work; and |
20 | | WHEREAS, A Responsible Bidder Ordinance requires |
21 | | contractors to show participation in a United States Department |

1 | | of Labor approved apprenticeship program, which requires |
2 | | continuous education and results in the most trained craftsmen |
3 | | working on taxpayer-funded projects; and |
4 | | WHEREAS, Contractors are incentivized to train their |
5 | | workers through registered apprenticeship programs to prevent |
6 | | the decline in the productivity and qualifications of the |
7 | | construction workforce; and |
8 | | WHEREAS, Communities that adopt Responsible Bidder |
9 | | Ordinances see an improvement in local construction standards |
10 | | as well as an improvement in infrastructure safety; and
|
11 | | WHEREAS, Responsible Bidder Ordinances drive economic |
12 | | development by ensuring our transportation systems are able to |
13 | | move goods and people through the State and provide safe, |
14 | | modern, and efficient infrastructure; and
|
15 | | WHEREAS, It is the civic duty of the State to adopt |
16 | | Responsible Bidder Ordinances to provide the greatest taxpayer |
17 | | value on construction projects by working to prevent cost |
18 | | overrun and abuse of taxpayer dollars; therefore, be it
|
19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
20 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
