2 | | WHEREAS, The average American teenager is exposed to nine |
3 | | hours of media a day, excluding school and homework; and
|
4 | | WHEREAS, Half of younger adults live in a household with |
5 | | three or more smartphones; more than nine in ten 18 to |
6 | | 29-year-olds (96%) say they live in a household with at least |
7 | | one smartphone, and 51% of young adults say their home contains |
8 | | three or more such devices; and
|
9 | | WHEREAS, On a typical day, 8–18 year olds spend |
10 | | approximately 4.39 hours viewing television, 2.31 hours |
11 | | listening to music, 1.29 hours using computers, and 1.13 hours |
12 | | playing video games; and
|
13 | | WHEREAS, Consumption of certain media content by youth has |
14 | | been linked to issues such as self-esteem and body image, |
15 | | suggesting that young people lack the skills to be critical of |
16 | | media; and
|
17 | | WHEREAS, Studies indicate youth lack some basic media |
18 | | literacy skills; in one recent global study, U.S. millennials |
19 | | ranked last or in the bottom 50% out of 22 countries for |
20 | | numeracy, literacy, and problem-solving skills; therefore, be |
21 | | it

1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
2 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
3 | | SENATE CONCURRING HEREIN, that there is created the Illinois |
4 | | Media Literacy Task Force whose purpose is the following: |
5 | | (1) To assess the media habits of Illinois youth; |
6 | | (2) To identify the influence of media on Illinois |
7 | | youth in the State of Illinois, specifically focusing on |
8 | | mental, emotional, and physical health; |
9 | | (3) To identify the key factors in building a strong |
10 | | competency in media literacy among Illinois youth, K-12; |
11 | | (4) To identify already existing models around the |
12 | | country that create public education curricula for media |
13 | | literacy; and |
14 | | (5) To identify existing legislation around the |
15 | | country that attempts to resolve the implications |
16 | | specified by this Task force; and be it further

17 | | RESOLVED, That the Task Force shall consist of the
|
18 | | following members: |
19 | | (1) The Governor, or his or her designee, who will
|
20 | | serve as Chair; |
21 | | (2) The Secretary of the Illinois State Board of
|
22 | | Education, or his or her designee; |
23 | | (3) Two members of the House of Representatives, one |
24 | | appointed by the Speaker and one by the Minority Leader; |

1 | | (4) Two members of the Senate, one
appointed by the |
2 | | President and one by the Minority
Leader; and |
3 | | (5) Four members appointed by the Governor, or his or
|
4 | | her designee, who are residents of the State of Illinois
|
5 | | and represent public and private organizations who have
|
6 | | experience in (1) statewide curriculum building for public |
7 | | education programs, (2) researching and implementing |
8 | | substantive findings in media literacy, (3) pediatrics and |
9 | | the impact of technology and media on youth, and (4) policy |
10 | | advocates who have experience in developing legislative |
11 | | responses to community issues; and be it further |
12 | | RESOLVED, That the Task Force members shall serve without
|
13 | | compensation; if a vacancy occurs, a replacement shall be
|
14 | | appointed by the Chair of the Task Force; and be it further |
15 | | RESOLVED, That the Task Force will have four scheduled |
16 | | meetings, but otherwise shall meet at the
call of the Chair; |
17 | | and be it further |
18 | | RESOLVED, That in addition to whatever policies or
|
19 | | procedures it may adopt, all operations of the Task Force will
|
20 | | be subject to the provision of the Illinois Freedom of
|
21 | | Information Act (5 ILCS 140/1 et seq.) and the Illinois Open
|
22 | | Meeting Act (5 ILCS 120/1 et seq.); and be it further |

1 | | RESOLVED, That the Illinois State Board of Education shall |
2 | | provide administrative support; and be it further |
3 | | RESOLVED, That the report filed with the General Assembly |
4 | | shall be filed with the Clerk of the House of Representatives |
5 | | and the Secretary of the Senate in electronic form only, in the |
6 | | manner that the Clerk and Secretary shall direct; and be it |
7 | | further |
8 | | RESOLVED, That the Task Force shall submit its final report
|
9 | | to the Governor and General Assembly by December 31, 2019, and |
10 | | upon the filing of its report, the Task Force is dissolved.
