Amends the Illinois Municipal Code. Provides that, in a municipality with at least one high school in a county of 175,000 or more inhabitants, the municipality shall include in its search for new hires for its police department candidates who are in or who have completed the police training academy job training program under the School Code from high schools in marginalized communities. Limits home rule powers. Amends the School Code. Makes the establishment of the police training academy job training program mandatory in school districts with a high school in a county of 175,000 or more inhabitants.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Municipal Code is amended by adding |
5 | | Section 10-4-6.5 as follows: |

7 | | Sec. 10-4-6.5. Police training academy job training |
8 | | program. In a municipality with at least one high school in a |
9 | | county of 175,000 or more inhabitants, the municipality shall |
10 | | include in its search for new hires for its police department |
11 | | candidates who are in or who have completed the police training |
12 | | academy job training program under Section 22-83 of the School |
13 | | Code from high schools in marginalized communities. |
14 | | A home rule municipality may not search for candidates for |
15 | | its police department in a manner inconsistent with this |
16 | | Section. This Section is a limitation under subsection (i) of |
17 | | Section 6 of Article VII of the Illinois Constitution on the |
18 | | concurrent exercise by home rule units of powers and functions |
19 | | exercised by the State. |
20 | | Section 10. The School Code is amended by changing Section |
21 | | 22-83 as follows: |
