SYNOPSIS AS INTRODUCED:
 
20 ILCS 2105/2105-405 new

    Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that the Department of Financial and Professional Regulation, in consultation with the Department of Revenue and the Secretary of State, shall conduct a study to determine the advantages and disadvantages of consolidating the permitting activities of the State with respect to for-profit firms and entities. Requires the Department of Financial and Professional Regulation to consider either creating a new State agency to issue permits to for-profit firms or entities or creating an online database maintained by the Department on the Department's website that would allow a person to specify a type of business or a type of license and the website would direct the person toward a list of required licenses and specify the State agency that issues each of the required licenses. Requires the Department of Financial and Professional Regulation to report its findings and recommendations to the Governor and the General Assembly by February 1, 2021. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Professional Regulation Law of
5the Civil Administrative Code of Illinois is amended by adding
6Section 2105-405 as follows:
 
7    (20 ILCS 2105/2105-405 new)
8    Sec. 2105-405. Study of permitting activities. The
9Department, in consultation with the Department of Revenue and
10the Office of the Secretary of State, shall conduct a study to
11determine the advantages and disadvantages of consolidating
12the permitting activities of the State with respect to
13for-profit firms and entities. The Department shall consider
14either creating a new State agency to issue permits to
15for-profit firms or entities or creating an online database
16maintained by the Department on the Department's website that
17would allow a person to specify a type of business or a type of
18license and the website would direct the person toward a list
19of required licenses and specify the State agency that issues
20each of the required licenses.
21    The Department shall report its findings and
22recommendations to the Governor and the General Assembly by
23February 1, 2021.

1    This Section is repealed on January 1, 2022.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.
