Amends the State Officials and Employees Ethics Act. Provides that no executive branch constitutional officer, candidate for an
executive branch constitutional office, member of the General Assembly, candidate for the General Assembly, political caucus of the General
Assembly, or political committee on behalf of any of the foregoing may
hold a political fundraising function in the State of Illinois (currently, Sangamon County) on any day the legislature is
in session. Removes provisions allowing fundraising at specified times. Makes conforming changes.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:
|
4 | | Section 5. The State Officials and Employees Ethics Act is |
5 | | amended by changing Section 5-40 as follows: |
6 | | (5 ILCS 430/5-40)
|
7 | | Sec. 5-40. Fundraising during legislative session in |
8 | | Sangamon County . Any Except as provided in this
Section, any |
9 | | executive branch constitutional officer, any candidate for an
|
10 | | executive branch constitutional office, any member of the |
11 | | General Assembly,
any candidate for the General Assembly, any |
12 | | political caucus of the General
Assembly, or any political |
13 | | committee on behalf of any of the foregoing may not
hold a |
14 | | political fundraising function in the State of Illinois |
15 | | Sangamon County on any day the legislature is
in session (i) |
16 | | during the period beginning February 1 and ending on the later
|
17 | | of the actual adjournment dates
of either house of the spring |
18 | | session and (ii) during fall veto session .
For purposes of this |
19 | | Section, the legislature is not considered to be in
session on |
20 | | a day that is solely a perfunctory session day or on a day when |
21 | | only
a committee is meeting.

22 | | During the period beginning June 1 and ending on the first |
23 | | day of fall veto
session each year, this Section does not apply |
