Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish a Grant Diversity Database and make it publicly available on the Internet website of the Department. Provides for the contents of the Database. Provides for the adoption of rules. Defines terms.

1 | | AN ACT concerning State government.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois is |
6 | | amended by adding Section 605-1045 as follows: |
7 | | (20 ILCS 605/605-1045 new) |
8 | | Sec. 605-1045. Grant Diversity Database. |
9 | | (a) The Department of Commerce and Economic Opportunity |
10 | | shall establish a Grant Diversity Database and make it publicly |
11 | | available on the Internet website of the Department. |
12 | | (b) The Database shall include, at a minimum, the following |
13 | | information: |
14 | | (1) the number of contracts awarded to entities |
15 | | controlled or owned by at least 51% minority persons; |
16 | | (2) the number of contracts awarded to entities |
17 | | controlled or owned by at least 51% women; |
18 | | (3) the number of contracts awarded to entities |
19 | | controlled or owned by at least 51% persons with a |
20 | | disability; |
21 | | (4) the number of contracts awarded to entities |
22 | | controlled or owned by at least 51% qualified veterans; and |
23 | | (5) the number of contracts awarded to entities |
