Amends the School Code. With regard to the Emotional Intelligence and Social and Emotional Learning Task Force, requires the Task Force to complete guidelines and recommendations on or before March 1, 2021 (rather than March 1, 2020). Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The School Code is amended by changing Section |
5 | | 27-23.12 as follows: |
6 | | (105 ILCS 5/27-23.12) |

8 | | Sec. 27-23.12. Emotional Intelligence and Social and |
9 | | Emotional Learning Task Force. The Emotional Intelligence and |
10 | | Social and Emotional Learning Task Force is created to develop |
11 | | curriculum and assessment guidelines and best practices on |
12 | | emotional intelligence and social and emotional learning. The |
13 | | Task Force shall consist of the State Superintendent of |
14 | | Education or his or her designee and all of the following |
15 | | members, appointed by the State Superintendent: |
16 | | (1) A representative of a school district organized |
17 | | under Article 34 of this Code. |
18 | | (2) A representative of a statewide organization |
19 | | representing school boards. |
20 | | (3) A representative of a statewide organization |
21 | | representing individuals holding professional educator |
22 | | licenses with school support personnel endorsements under |
23 | | Article 21B of this Code, including school social workers, |

1 | | school psychologists, and school nurses. |
2 | | (4) A representative of a statewide organization |
3 | | representing children's mental health experts. |
4 | | (5) A representative of a statewide organization |
5 | | representing school principals. |
6 | | (6) An employee of a school under Article 13A of this |
7 | | Code. |
8 | | (7) A school psychologist employed by a school district |
9 | | in Cook County. |
10 | | (8) Representatives of other appropriate State |
11 | | agencies, as determined by the State Superintendent. |
12 | | Members appointed by the State Superintendent shall serve |
13 | | without compensation but shall be reimbursed for their |
14 | | reasonable and necessary expenses from funds appropriated to |
15 | | the State Board of Education for that purpose, including |
16 | | travel, subject to the rules of the appropriate travel control |
17 | | board. The Task Force shall meet at the call of the State |
18 | | Superintendent. The State Board of Education shall provide |
19 | | administrative and other support to the Task Force. |
20 | | The Task Force shall develop age-appropriate, emotional |
21 | | intelligence and social and emotional learning curriculum and |
22 | | assessment guidelines and best practices for elementary |
23 | | schools and high schools. The guidelines shall, at a minimum, |
24 | | include teaching how to recognize, direct, and positively |
25 | | express emotions. The Task Force shall complete the guidelines |
26 | | on or before March 1, 2021 January 1, 2019 . Upon completion of |

6 | | Social and Emotional Learning Task Force is created to develop |

9 | | including strategies and instruction to address the needs of |
10 | | students with anger management issues. The Task Force shall |
11 | | consist of the State Superintendent of Education or his or her |
12 | | designee and all of the following members, appointed by the |
13 | | State Superintendent: |
14 | | (1) A representative of a school district organized |
15 | | under Article 34 of this Code. |
16 | | (2) A representative of a statewide organization |
17 | | representing school boards. |
18 | | (3) A representative of a statewide organization |

4 | | Section 95. No acceleration or delay. Where this Act makes |
5 | | changes in a statute that is represented in this Act by text |
6 | | that is not yet or no longer in effect (for example, a Section |
7 | | represented by multiple versions), the use of that text does |
8 | | not accelerate or delay the taking effect of (i) the changes |
9 | | made by this Act or (ii) provisions derived from any other |
10 | | Public Act.

11 | | Section 99. Effective date. This Act takes effect upon |
12 | | becoming law.
