Amends the Illinois Literacy Act. Removes the representative of the Department of Commerce and Economic Opportunity from the Illinois Literacy Council. Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity may (currently, must) develop an Engineering Excellence Program. Provides that certain actions concerning the new business permitting portal are permissive. Repeals certain provisions concerning the duties of the Department of Commerce and Economic Opportunity. Amends the Illinois Emergency Employment Development Act. Repeals provisions concerning the Illinois 21st Century Workforce Development Fund Advisory Committee and the work incentive demonstration project. Amends the Local Government
Consolidation Commission Act of 2011. Repeals provisions concerning compensation for the Local Government Consolidation Commission. Amends the Bikeway Act. Provides that a designee of the Director of
Commerce and Economic Opportunity (currently, the Director of
Commerce and Economic Opportunity) may serve on the interagency council on
the
bikeways
program. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Literacy Act is amended by changing |
5 | | Section 20 as follows:
|
6 | | (15 ILCS 322/20)
|
7 | | Sec. 20. Illinois Literacy Council.
|
8 | | (a) The Council
shall facilitate the improvement of |
9 | | literacy levels of
Illinois citizens by providing a forum from |
10 | | which
representatives from throughout the State can promote
|
11 | | literacy, share expertise, and recommend policy.
|
12 | | (b) The Council shall be appointed by and be responsible to |
13 | | the
Governor. The Secretary of State shall serve as chairman. |
14 | | The
Council shall advise the Governor and other
agencies on |
15 | | strategies that address the literacy needs of
the State, |
16 | | especially with respect to the needs of
workplace literacy, |
17 | | family literacy, program evaluation,
public awareness, and |
18 | | public and private partnerships.

19 | | (c) The Council will determine its own procedures and the
|
20 | | number, time, place, and conduct of its meetings. It shall
meet |
21 | | at least 4 times a year. The Council may be assisted
in its |
22 | | activities by the Literacy Office. Council members
shall not |
23 | | receive compensation for their services.

1 | | (d) The Council's membership shall consist of |
2 | | representatives of public
education, public and private sector |
3 | | employment, labor organizations, community
literacy |
4 | | organizations, libraries, volunteer organizations, the Office |
5 | | of the
Secretary of State, the Department of Commerce and |
6 | | Economic Opportunity, the
Illinois Community College Board, |
7 | | the Department of Employment Security,
the Department of Human |
8 | | Services, the
State Board of Education, the Department of |
9 | | Corrections, and the Prairie
State 2000 Authority.

10 | | (e) The Council members representing State agencies shall
|
11 | | act as an interagency coordinating committee to improve the
|
12 | | system for delivery of literacy services, provide pertinent
|
13 | | information and agency comments to Council members, and
|
14 | | implement the recommendations forwarded by the Council and
|
15 | | approved by the Governor.
|
16 | | (f) The Secretary of State, in consultation with the |
17 | | Council, shall
expend moneys to perform Council functions as |
18 | | authorized by
this Act from the Literacy Advancement Fund, a |
19 | | special fund hereby created
in the State Treasury. All moneys |
20 | | received from an income tax checkoff for
the Literacy |
21 | | Advancement Fund as provided in Section 507I of the Illinois
|
22 | | Income Tax Act shall be deposited into the Fund.

3 | | Sec. 605-460. Engineering excellence program. |
4 | | (a) Coordination between engineering schools and private |
5 | | business is an important tool in fostering innovation. |
6 | | Universities have eager students, experienced faculty, and |
7 | | state-of-the-art research facilities. Businesses have existing |
8 | | markets, production capital, and evolving needs. The General |
9 | | Assembly believes that universities and businesses should |
10 | | share resources to allow students to participate in the |
11 | | research and development area of innovative design and to allow |
12 | | businesses to benefit from the developing skills of these |
13 | | students. |
14 | | (b) In order to facilitate engineering excellence, the |
15 | | Department may shall develop a program to achieve the goals set |
16 | | forth in subsection (a). Under this program, the Department may |
17 | | must : |
18 | | (1) Annually contact the State's major public and |
19 | | private universities with engineering schools. |
20 | | (2) Request a one-page written summary of the |
21 | | internship, externship, or residency programs operated by |
22 | | the engineering college of each of the contacted |
23 | | universities. |
24 | | (3) Identify the manufacturing businesses within 50 |
25 | | miles of each university that responded under paragraph (2) |

1 | | that could benefit from assistance in the area of |
2 | | innovative design. |
3 | | (4) Send a letter to each manufacturer identified under |
4 | | paragraph (3), informing it of the university's program and |
5 | | advising the business to contact the university if it |
6 | | wishes to participate in the engineering school's program. |
7 | | (c) The Department may shall adopt rules for the |
8 | | implementation of this Section.

11 | | Sec. 605-1007. New business permitting portal. |
12 | | (a) By July 1, 2017, the Department shall create and |
13 | | maintain, in consultation with the Department of Innovation and |
14 | | Technology, a website to help persons wishing to create new |
15 | | businesses or relocate businesses to Illinois. The Department |
16 | | shall consult with at least one organization representing small |
17 | | businesses in this State while creating the website. |
18 | | (b) The website may shall include: |
19 | | (1) an estimate of license and permitting fees for |
20 | | different businesses; |
21 | | (2) State government application forms for business |
22 | | licensing or registration; |
23 | | (3) hyperlinks to websites of the responsible agency or |
24 | | organization responsible for accepting the application; |
25 | | and |

1 | | (4) contact information for any local government |
2 | | permitting agencies that may be relevant. |
3 | | (c) The Department may shall contact all agencies to obtain |
4 | | business forms and other information for this website. Those |
5 | | agencies shall respond to the Department before July 1, 2016. |
6 | | (d) The website may shall also include some mechanism for |
7 | | the potential business owner to request more information from |
8 | | the Department that may be helpful in starting the business, |
9 | | including, but not limited to, State-based incentives that the |
10 | | business owner may qualify for when starting or relocating a |
11 | | business. |
12 | | (e) The Department may shall update the website at least |
13 | | once a year before July 1. The Department may shall request |
14 | | that other State agencies report any changes in applicable |
15 | | application forms to the Department by June 1 of every year |
16 | | after 2016.

6 | | The Secretary of Transportation shall serve as chairman of |
7 | | and shall
at least quarterly convene an interagency council on
|
8 | | the
bikeways
program, comprised of the Director of Natural |
9 | | Resources,
the Director of
Commerce and Economic Opportunity or |
10 | | his or her designee , the State Superintendent of Education, a |
11 | | county
engineer or county superintendent of highways chosen by
|
12 | | the statewide association of county engineers, a |
13 | | representative of the Cook
County Forest Preserve District, and |
14 | | the Secretary of
Transportation, for the
purpose of
determining |
15 | | policy and priorities in effectuating the purposes of this
Act.
