Amends the Children and Families Services Act. Provides that no child placed in a foster home shall be removed from that foster home during the academic school year and placed in another foster home or placement type unless a new placement is necessary because of an emergency or to safeguard the child's health, safety, and best interests. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Children and Family Services Act is amended |
| 5 | | by adding Section 7.9 as follows:
|
| 6 | | (20 ILCS 505/7.9 new) |
| 7 | | Sec. 7.9. New placement restrictions; foster children. No |
| 8 | | child placed in a foster home shall be removed from that foster |
| 9 | | home during the academic school year and placed in another |
| 10 | | foster home or placement type unless a new placement is |
| 11 | | necessary because of an emergency or to safeguard the child's |
| 12 | | health, safety, and best interests.

| 13 | | Section 99. Effective date. This Act takes effect upon |
| 14 | | becoming law.
