Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to establish
and operate a case tracking system which shall be designed to
collect, maintain, and monitor information on payments made by
the Department on behalf of individuals eligible for medical
assistance whose case files are marked as "inactive" in the
Department's Medicaid Management Information System. Provides that the
Department shall use the case tracking system to prevent
payments from being made on behalf of an individual who was
ineligible for medical assistance due to the
person being deceased. Provides that to ensure the case tracking system
contains the most up to date information on an individual whose
name and case file is entered into the case tracking system, at
least once a month the Department shall cross-reference the
individual's name, social security number, and any other
relevant information belonging to the individual with the death
records information maintained by the Department of Public Health's Division of Vital Records. Requires the Department of adopt any rules necessary to implement the case tracking system.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Public Aid Code is amended by |
5 | | adding Section 5-39 as follows: |

7 | | Sec. 5-39. Case tracking system; deceased recipients. The |
8 | | Department of Healthcare and Family Services shall establish |
9 | | and operate a case tracking system which shall be designed to |
10 | | collect, maintain, and monitor information on payments made by |
11 | | the Department on behalf of individuals eligible for medical |
12 | | assistance whose case files are marked as "inactive" in the |
13 | | Department's Medicaid Management Information System. The |
14 | | Department shall use the case tracking system to prevent |

16 | | ineligible for medical assistance under this Article due to the |
