SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/1A-60 new

    Amends the Election Code. Requires the State Board of Elections, in consultation with the Department of Innovation and Technology, to study and evaluate the use of blockchain technology to protect voter records and election results with the assistance of specified experts. Requires the Board to submit a report on the use of blockchain technology to the Governor and General Assembly. Repeals the provisions on January 1, 2023.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Section
51A-60 as follows:
 
6    (10 ILCS 5/1A-60 new)
7    Sec. 1A-60. Blockchain technology.
8    (a) As used in this Section, "blockchain technology" means
9distributed ledger technology that uses a distributed,
10decentralized, shared, and replicated ledger, which may be
11public or private, permissioned or permissionless, or driven by
12tokenized crypto economics or tokenless. The data on the ledger
13is protected with cryptography, is immutable and auditable, and
14provides an uncensored truth.
15    (b) The State Board of Elections, in consultation with, and
16using data collected by, the Department of Innovation and
17Technology, shall study and evaluate the use of blockchain
18technology to protect voter records and election results. The
19State Board of Elections shall evaluate the data with the
20assistance of experts in:
21        (1) blockchain technology;
22        (2) voter fraud;
23        (3) cyber security;

1        (4) voter records; and
2        (5) election results.
3    (c) No later than one year after the effective date of this
4amendatory Act of the 101st General Assembly, the State Board
5of Elections shall submit to the Governor and the General
6Assembly a report on the use of blockchain technology. The
7State Board of Elections shall consider the use of blockchain
8technology in other formats and in other states when creating
9the report.
10    (d) This Section is repealed on January 1, 2023.
