Amends the Illinois Vehicle Code to allow for the issuance of In God We Trust special license plate decals by the Illinois Department of Veterans' Affairs. Provides that $5 of each original issuance and $18 of each renewal shall be deposited into the Illinois Veterans Assistance Fund, and that $15 of each original issuance and $2 of each renewal shall be deposited into the Secretary of State Special License Plate Fund.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Vehicle Code is amended by changing |
5 | | Section 3-699.14 as follows: |
6 | | (625 ILCS 5/3-699.14) |
7 | | Sec. 3-699.14. Universal special license plates. |
8 | | (a) In addition to any other special license plate, the |
9 | | Secretary, upon receipt of all applicable fees and applications |
10 | | made in the form prescribed by the Secretary, may issue |
11 | | Universal special license plates to residents of Illinois on |
12 | | behalf of organizations that have been authorized by the |
13 | | General Assembly to issue decals for Universal special license |
14 | | plates. Appropriate documentation, as determined by the |
15 | | Secretary, shall accompany each application. Authorized |
16 | | organizations shall be designated by amendment to this Section. |
17 | | When applying for a Universal special license plate the |
18 | | applicant shall inform the Secretary of the name of the |
19 | | authorized organization from which the applicant will obtain a |
20 | | decal to place on the plate. The Secretary shall make a record |
21 | | of that organization and that organization shall remain |
22 | | affiliated with that plate until the plate is surrendered, |
23 | | revoked, or otherwise cancelled. The authorized organization |

1 | | may charge a fee to offset the cost of producing and |
2 | | distributing the decal, but that fee shall be retained by the |
3 | | authorized organization and shall be separate and distinct from |
4 | | any registration fees charged by the Secretary. No decal, |
5 | | sticker, or other material may be affixed to a Universal |
6 | | special license plate other than a decal authorized by the |
7 | | General Assembly in this Section or a registration renewal |
8 | | sticker. The special plates issued under this Section shall be |
9 | | affixed only to passenger vehicles of the first division, |
10 | | including motorcycles and autocycles, or motor vehicles of the |
11 | | second division weighing not more than 8,000 pounds. Plates |
12 | | issued under this Section shall expire according to the |
13 | | multi-year procedure under Section 3-414.1 of this Code. |
14 | | (b) The design, color, and format of the Universal special |
15 | | license plate shall be wholly within the discretion of the |
16 | | Secretary. Universal special license plates are not required to |
17 | | designate "Land of Lincoln", as prescribed in subsection (b) of |
18 | | Section 3-412 of this Code. The design shall allow for the |
19 | | application of a decal to the plate. Organizations authorized |
20 | | by the General Assembly to issue decals for Universal special |
21 | | license plates shall comply with rules adopted by the Secretary |
22 | | governing the requirements for and approval of Universal |
23 | | special license plate decals. The Secretary may, in his or her |
24 | | discretion, allow Universal special license plates to be issued |
25 | | as vanity or personalized plates in accordance with Section |
26 | | 3-405.1 of this Code. The Secretary of State must make a |

1 | | version of the special registration plates authorized under |
2 | | this Section in a form appropriate for motorcycles and |
3 | | autocycles. |
4 | | (c) When authorizing a Universal special license plate, the |
5 | | General Assembly shall set forth whether an additional fee is |
6 | | to be charged for the plate and, if a fee is to be charged, the |
7 | | amount of the fee and how the fee is to be distributed. When |
8 | | necessary, the authorizing language shall create a special fund |
9 | | in the State treasury into which fees may be deposited for an |
10 | | authorized Universal special license plate. Additional fees |
11 | | may only be charged if the fee is to be paid over to a State |
12 | | agency or to a charitable entity that is in compliance with the |
13 | | registration and reporting requirements of the Charitable |
14 | | Trust Act and the Solicitation for Charity Act. Any charitable |
15 | | entity receiving fees for the sale of Universal special license |
16 | | plates shall annually provide the Secretary of State a letter |
17 | | of compliance issued by the Attorney General verifying that the |
18 | | entity is in compliance with the Charitable Trust Act and the |
19 | | Solicitation for Charity Act. |
20 | | (d) Upon original issuance and for each registration |
21 | | renewal period, in addition to the appropriate registration |
22 | | fee, if applicable, the Secretary shall collect any additional |
23 | | fees, if required, for issuance of Universal special license |
24 | | plates. The fees shall be collected on behalf of the |
25 | | organization designated by the applicant when applying for the |
26 | | plate. All fees collected shall be transferred to the State |

1 | | agency on whose behalf the fees were collected, or paid into |
2 | | the special fund designated in the law authorizing the |
3 | | organization to issue decals for Universal special license |
4 | | plates. All money in the designated fund shall be distributed |
5 | | by the Secretary subject to appropriation by the General |
6 | | Assembly.

7 | | (e) The following organizations may issue decals for |
8 | | Universal special license plates with the original and renewal |
9 | | fees and fee distribution as follows: |
10 | | (1) The Illinois Department of Natural Resources. |
11 | | (A) Original issuance: $25; with $10 to the |
12 | | Roadside Monarch Habitat Fund and $15 to the Secretary |
13 | | of State Special License Plate Fund. |
14 | | (B) Renewal: $25; with $23 to the Roadside Monarch |
15 | | Habitat Fund and $2 to the Secretary of State Special |
16 | | License Plate Fund. |
17 | | (2) Illinois Veterans' Homes. |
18 | | (A) Original issuance: $26, which shall be |
19 | | deposited into the Illinois Veterans' Homes Fund. |
20 | | (B) Renewal: $26, which shall be deposited into the |
21 | | Illinois Veterans' Homes Fund. |
22 | | (3) The Illinois Department of Human Services for |
23 | | volunteerism decals. |
24 | | (A) Original issuance: $25, which shall be |

6 | | (3) The Horsemen's Council of Illinois Fund. All moneys |
7 | | shall be paid as grants to the Horsemen's Council of |
8 | | Illinois. |
9 | | (4) The Post-Traumatic Stress Disorder Awareness Fund. |
10 | | All money in the Post-Traumatic Stress Disorder Awareness |
11 | | Fund shall be paid as grants to K9s for Veterans, NFP for |
12 | | support, education, and awareness of veterans with |
13 | | post-traumatic stress disorder. |
14 | | (5) (4) The Guide Dogs of America Fund. All moneys |
15 | | shall be paid as grants to the International Guiding Eyes, |
16 | | Inc., doing business as Guide Dogs of America. |
17 | | (6) (5) The Mechanics Training Fund. All moneys shall |
18 | | be paid as grants to the Mechanics Local 701 Training Fund. |
19 | | (7) (4) The Theresa Tracy Trot - Illinois CancerCare |
20 | | Foundation Fund. All money in the Theresa Tracy Trot - |
21 | | Illinois CancerCare Foundation Fund shall be paid to the |
22 | | Illinois CancerCare Foundation for the purpose of |
23 | | furthering pancreatic cancer research. |
24 | | (8) (4) The Developmental Disabilities Awareness Fund. |
25 | | All moneys to
be paid as grants to the Illinois Department |
26 | | of Human Services to fund legal aid groups to assist with |

1 | | guardianship fees for private citizens willing to become |
2 | | guardians for individuals with developmental disabilities |
3 | | but who are unable to pay the legal fees associated with |

be paid as grants to the Cancer Center at Illinois for |
7 | | pediatric cancer treatment and research. |
