21 | responsible for full payment of all

to the Governor and the | ||||||
23 | members of the General Assembly, on the
feasibility and | ||||||
24 | implementation of a plan for the provision of comprehensive

before December 31, 1996, to the Governor and the | ||||||

Assembly, on the feasibility and | ||||||
