SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Higher Education Fair Admissions Act. Provides that a public institution of higher education may not require applicants to submit standardized college admissions test scores to the institution as a part of the admissions process. Provides that the submission of standardized test scores to the institution shall be at the option of the applicant. Requires the adoption of a policy. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Higher
5Education Fair Admissions Act.
 
6    Section 5. Definitions. In this Act:
7    "Institution of higher education" or "institution" means
8the University of Illinois; Southern Illinois University;
9Chicago State University; Eastern Illinois University;
10Governors State University; Illinois State University;
11Northeastern Illinois University; Northern Illinois
12University; Western Illinois University; the public community
13colleges of the State; and any other public universities,
14colleges, and community colleges now or hereafter established
15or authorized by the General Assembly.
16    "Standardized test score" means the composite score or any
17subscores on the ACT or SAT college admissions test or any
18other standardized college admissions test.
 
19    Section 10. Test-optional admission policy.
20    (a) Each institution of higher education shall adopt a
21test-optional policy as part of its undergraduate admissions
22process. Under this policy, an institution may not require

1applicants to submit standardized test scores to the
2institution as a part of the admissions process, and the
3submission of standardized test scores to the institution shall
4be at the option of the applicant.
5    (b) Subject to subsection (a), nothing in this Act shall be
6construed to limit the admissions requirements, standards, or
7policies of an institution of higher education.
 
8    Section 90. Rules. The Board of Higher Education may adopt
9any rules necessary to implement this Act.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
