Creates the Violence as a Disease Pilot Program Act. Provides that trauma centers shall be established in specified communities. Provides requirements for trauma centers established under the Act. Requires all data gathered by a trauma center regarding incidents of trauma to be submitted to the Illinois State Police on a weekly basis and tracked by the Illinois State Police. Requires the Illinois State Police to identify and review areas of concern. Creates the Trauma and Violence Health Insurance Fund and makes corresponding changes in the State Finance Act. Tasks the Department of Insurance with using moneys in the Fund for the enforcement and administration of the Act. Provides that each trauma center shall be provided with $1 million from the Fund and 4 squad cars. Requires the Illinois State Police to provide $1 million to the Fund each year. Provides that each insurance company authorized to transact business within the State shall be charged a fee each year by the Department which shall be deposited into the Fund. Directs the Department to determine the amount of the fee. Repeals the Act on January 1, 2023.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Violence as a Disease Pilot Program Act. |
6 | | Section 5. Definitions. In this Act: |
7 | | "Saturate" means walking an area where an incident of |
8 | | trauma occurs, speaking with residents, determining the root |
9 | | cause of the incident of trauma, implementing an immediate plan |
10 | | of action in response, and resolving the issue. |
11 | | "Trauma" means having been the victim of or otherwise |
12 | | affected by domestic violence, homicide, suicide, sexual |
13 | | assault, or a shooting. |
14 | | Section 10. Trauma center locations. Trauma centers shall |
15 | | be established in the following amounts in the following |
16 | | Illinois communities: |
17 | | (1) One in Springfield. |
18 | | (2) One in Decatur. |
19 | | (3) Two in Englewood. |
20 | | (4) One in Calumet City. |
21 | | (5) One in Dolton. |
22 | | (6) One in Harvey. |

1 | | (7) One in Ford Heights. |
2 | | (8) Three in Chicago, not located in a community named |
3 | | in paragraph (3). |

7 | | paragraphs (1) through (9) that has experienced at least 5 |
8 | | incidents of trauma within 5 consecutive months and that |
9 | | has an understaffed law enforcement agency. |
10 | | Section 15. Trauma center requirements. |
11 | | (a) Trauma centers established under Section 10 shall hire |
12 | | a trauma-related counselor, 2 trauma officers, and a gang |
13 | | intervention officer. The employees shall be trained to perform |
14 | | crisis intervention when an incident of trauma occurs, meet |
15 | | with victims and the family of victims, and counsel them. |
16 | | (b) Trauma centers established under Section 10 shall work |
17 | | with the Department to saturate areas where incidents of trauma |
18 | | occur. If necessary, a trauma center shall work to bring in |
19 | | other local, State, or federal resources.

20 | | Section 20. Tracking. All data gathered by a trauma center |
21 | | regarding incidents of trauma shall be submitted to the |
22 | | Illinois State Police on a weekly basis and tracked by the |
23 | | Illinois State Police. Areas of concern shall be identified and |
24 | | reviewed by the Illinois State Police. |

1 | | Section 25. Funding. |
2 | | (a) Each trauma center shall be provided with $1 million |
3 | | from the Trauma and Violence Health Insurance Fund and 4 squad |
4 | | cars. The Illinois State Police shall provide $1 million to the |
5 | | Fund each year. |
6 | | (b) Each insurance company authorized to transact business |
7 | | within the State shall be charged a fee each year by the |
8 | | Department which shall be deposited into the Trauma and |
9 | | Violence Health Insurance Fund. The Department shall determine |
10 | | the amount of the fee. |
11 | | Section 30. Trauma and Violence Health Insurance Fund. The |
12 | | Trauma and Violence Health Insurance Fund is created as a |
13 | | special fund in the State treasury. Moneys in the Fund shall be |
14 | | used by the Department for the enforcement and administration |
15 | | of this Act. |
16 | | Section 35. Repeal of Act. This Act is repealed on January |
17 | | 1, 2023.

18 | | Section 90. The State Finance Act is amended by adding |
19 | | Section 5.891 as follows: |
