Amends the Compensation Review Act. Provides that members of the General Assembly are prohibited from receiving and shall not receive any increase in compensation that would otherwise apply based on a cost of living adjustment for or during the fiscal year beginning July 1, 2020. Provides that members of the General Assembly are prohibited from receiving and shall not receive any increase in compensation that would otherwise apply based on a cost of living adjustment for the remainder of a sitting member's term and for terms commencing on or after July 1, 2020, unless otherwise approved by law. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Compensation Review Act is amended by adding |
5 | | Section 7 as follows: |
6 | | (25 ILCS 120/7 new) |
7 | | Sec. 7. General Assembly COLAs prohibited. |
8 | | (a) Notwithstanding any former or current provision of this |
9 | | Act, any other law, any report of the Compensation Review |
10 | | Board, or any resolution of the General Assembly to the |
11 | | contrary, members of the General Assembly are prohibited from |
12 | | receiving and shall not receive any increase in compensation |
13 | | that would otherwise apply based on a cost of living |
14 | | adjustment, as authorized by Senate Joint Resolution 192 of the |
15 | | 86th General Assembly, for or during the fiscal year beginning |
16 | | July 1, 2020. |
17 | | (b) Notwithstanding any former or current provision of this |
