Amends the State Officials and Employees Ethics Act. Provides that any communication regarding a State agency contract received by an agency, agency head, or other agency employee from a member of the General Assembly shall promptly be reported to that agency's ethics officer by the recipient of the communication and by any other employee of that agency who responds to the communication. Provides that the ethics officer shall require that the communication be promptly made a part of the record of the General Assembly, and the communication shall be made publicly available on the Illinois General Assembly website. Specifies further information to be provided by the ethics officer. Amends the Legislative Information System Act. Requires the Legislative Information System to establish a page for electronic public access on the General Assembly's website that provides information on any communication regarding a State agency contract received by an agency, agency head, or other agency employee from a member of the General Assembly. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:
|
4 | | Section 5. The State Officials and Employees Ethics Act is |
5 | | amended by adding Section 5-53 as follows: |
6 | | (5 ILCS 430/5-53 new) |
7 | | Sec. 5-53. Communications regarding State agency |
8 | | contracts. |
9 | | (a) Any communication regarding a State agency contract |
10 | | received by an agency, agency head, or other agency employee |
11 | | from a member of the General Assembly, or his or her official |
12 | | representative or attorney, shall promptly be reported to that |
13 | | agency's ethics officer by the recipient of the communication |
14 | | and by any other employee of that agency who responds to the |
15 | | communication. The ethics officer shall require that the |
16 | | communication be promptly made a part of the record of the |
17 | | General Assembly, and the communication shall be made publicly |
18 | | available on the Illinois General Assembly website. |
19 | | (b) The information provided by the ethics officer under |
20 | | subsection (a) shall, to the extent practicable, include the |
21 | | following: all written communications, all written responses |
22 | | to the communications, and a memorandum prepared by the ethics |
23 | | officer stating the nature and substance of all oral |
