    Amends the Youth Homelessness Prevention Subcommittee Act. Changes the name of the Act from the Youth Homelessness Prevention Subcommittee Act to the Youth Homelessness Prevention Commission Act. Provides that the Youth Homelessness Prevention Commission (rather than Subcommittee) is created in the Department of Human Services under the Youth Services Division (rather than in the Governor's Cabinet on Children and Youth). Modifies membership provisions concerning the Commission. Provides that the Department of Human Services (rather than the Governor's Office) shall provide administrative support to the Commission. Modifies the requirements for meetings and reports of the Commission. Abolishes the Commission on January 1, 2024. Repeals the Act on January 1, 2015. Makes conforming changes.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Youth Homelessness Prevention Subcommittee
5Act is amended by changing Sections 1, 10, 15, 20, 25, 30, 35,
6and 40 and by adding Section 45 as follows:

10    Sec. 1. Short title. This Act may be cited as the Youth
11Homelessness Prevention Commission Subcommittee Act.

16    Sec. 10. Youth Homelessness Prevention Commission
17Subcommittee. The Youth Homelessness Prevention Commission is
18created in the Department of Human Services under the Youth
19Services Division. In 2016 the Governor, by Executive Order,
20created a Governor's Cabinet on Children and Youth to ensure
21that all children and youth in Illinois are healthy, safe,
22well-educated, and successfully launched into

1self-sufficiency. To better serve youth leaving State systems
2of care and to bring Illinois in line with the national goal of
3ending youth homelessness by 2020, the Cabinet on Children and
4Youth shall create a subcommittee to drive the State's
5strategic vision for preventing homelessness among youth
6leaving State systems of care. The subcommittee shall be known
7as the Youth Homelessness Prevention Subcommittee.

12    Sec. 15. Duties. The Youth Homelessness Prevention
13Commission Subcommittee shall:
14        (1) Review the discharge planning, service plans, and
15    discharge procedures for youth leaving the custody or
16    guardianship of the Department of Children and Family
17    Services, the Department of Juvenile Justice, the
18    Department of Human Services' Division of Mental Health,
19    and the Department of Corrections to determine whether such
20    discharge planning and procedures ensure housing stability
21    for youth leaving State systems of care.
22        (2) Collect data on the housing stability of youth for
23    one year after they are released from the custody or
24    guardianship of the Department of Children and Family
25    Services, the Department of Juvenile Justice, the

1    Department of Human Services' Division of Mental Health, or
2    the Department of Corrections.
3        (3) Based on data collected under paragraph (2)
4    regarding youth experiencing homelessness after leaving
5    State systems of care, create a plan to improve discharge
6    policies and procedures to ensure housing stability for
7    youth leaving State systems of care.
8        (4) Provide recommendations on community plans for
9    sustainable housing; create education and employment plans
10    for homeless youth; and create strategic collaborations
11    between the Department of Children and Family Services, the
12    Department of Juvenile Justice, the Department of Human
13    Services' Division of Mental Health, and the Department of
14    Corrections with respect to youth leaving State systems of
15    care.

20    Sec. 20. Membership. The Youth Homelessness Prevention
21Commission Subcommittee shall include the following members
22who shall serve without compensation:
23        (1) One representative from the Governor's office.
24        (2) The Director of the Department of Children and
25    Family Services.

1        (3) The Director of the Department of Healthcare and
2    Family Services.
3        (4) The Secretary of the Department of Human Services.
4        (5) The Director of the Department of Juvenile Justice.
5        (6) The Director of the Department of Corrections.
6        (7) The Director of the Department of Public Health.
7        (8) The Director of the Guardianship and Advocacy
8    Commission.
9        (9) Four representatives from agencies serving
10    homeless youth.
11        (10) One representative from a homeless advocacy
12    organization.
13        (11) One representative from a juvenile justice
14    advocacy organization.
15        (12) Four youth who have a lived experience with
16    homelessness.

21    Sec. 25. Quorum. A majority of the members of the
22Commission Subcommittee shall constitute a quorum, and all
23recommendations of the Commission Subcommittee shall require
24approval of a majority of the total members of the Commission
25Subcommittee.

5    Sec. 30. Administrative support. The Department of Human
6Services Governor's Office shall provide administrative
7support to the Youth Homelessness Prevention Commission
8Subcommittee as needed, including with respect to compliance
9with State ethics laws, the Open Meetings Act, and the Freedom
10of Information Act.

15    Sec. 35. Meetings. Until January 1, 2024, the The Youth
16Homelessness Prevention Commission Subcommittee shall meet at
17least quarterly hold at least 6 meetings each year, but
18otherwise shall meet at the call of the chair.

1Homelessness Prevention Commission Subcommittee shall submit
2an annual interim report to the Governor every 6 months and an
3annual report to the Governor and the General Assembly.

6    Sec. 45. Commission abolished; repeal. The Youth
7Homelessness Prevention Commission is abolished on January 1,
82024. This Act is repealed on January 1, 2025.
