Amends the Grant Accountability and Transparency Act. Provides that potential subrecipients of grants issued by the Department of Human Services under a Notice of Funding Opportunity for the purpose of encouraging full participation in the 2020 decennial census shall be exempt from the provisions of the Act with respect to grant pre-qualification requirements and any other pre-award eligibility requirement. Repeals provisions on August 1, 2020. Effective immediately.

1 | | AN ACT concerning finance.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Grant Accountability and Transparency Act is |
5 | | amended by adding Section 135 as follows: |
6 | | (30 ILCS 708/135 new) |
7 | | Sec. 135. 2020 census grant subrecipient exemption. |
8 | | (a) Notwithstanding any rule or provision of law to the |
9 | | contrary, potential subrecipients of grants issued by the |
10 | | Department of Human Services under a Notice of Funding |
11 | | Opportunity for the purpose of encouraging full participation |
12 | | in the 2020 decennial census shall be exempt from the |
13 | | provisions of this Act with respect to grant pre-qualification |
14 | | requirements and any other pre-award eligibility requirement. |
15 | | (b) This Section is repealed on August 1, 2020.

16 | | Section 99. Effective date. This Act takes effect upon |
17 | | becoming law.
