Amends the State Commemorative Dates Act. Provides that the holiday known as Halloween shall be officially celebrated in the State of Illinois on the last Saturday of October of each year, which may include "trick-or-treating" and any other forms of celebration deemed appropriate for the day. Provides that any laws or ordinances established by State or local government pertaining to the regulation of Halloween activities shall apply to celebrations occurring on the day designated for official Halloween celebrations. Provides that nothing shall be construed to otherwise limit the application of previously established State laws or local ordinances regulating Halloween activities. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Commemorative Dates Act is amended by |
5 | | adding Section 143 as follows: |
6 | | (5 ILCS 490/143 new) |
7 | | Sec. 143. Official Halloween celebration. The holiday |
8 | | known as Halloween, which is traditionally celebrated on |
9 | | October 31, shall be officially celebrated in the State of |
10 | | Illinois on the last Saturday of October of each year. |
11 | | Halloween celebrations may include "trick-or-treating" and any |
12 | | other forms of celebration deemed appropriate for the day. Any |
13 | | laws or ordinances established by State or local government |
14 | | pertaining to the regulation of Halloween activities shall |
15 | | apply to celebrations occurring on the day designated under |
16 | | this Section. Nothing in this Section shall be construed to |
17 | | otherwise limit the application of previously established |
18 | | State laws or local ordinances regulating Halloween |
19 | | activities.

20 | | Section 99. Effective date. This Act takes effect upon |
21 | | becoming law.
