Amends the Video Gaming Act. Requires a unit of government, including a home rule unit, to impose a fee for the operation of a video gaming terminal of $1,000 per year (rather than prohibiting a non-home rule unit of government to impose any fee for the operation of a video gaming terminal in excess of $25 per year). Limits home rule.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Video Gaming
Act is amended by changing |
5 | | Section 65 as follows: |
6 | | (230 ILCS 40/65)

7 | | Sec. 65. Fees. A unit of government, including a home rule |
8 | | unit, shall impose a fee for the operation of a video gaming |
9 | | terminal of $1,000 per year. A home rule unit may not impose a |
10 | | fee in an amount other than that provided in this Section. This |
11 | | Section is a denial and limitation of home rule powers and |
12 | | functions under
subsection (h) of Section 6 of Article VII of |
13 | | the Illinois Constitution. A non-home rule unit of government |
14 | | may not impose any
fee
for the operation of a video gaming |
15 | | terminal in excess of $25 per year.
