Amends the Regional Transportation Authority Act. Provides that the Suburban Bus Board shall submit to the Governor and the General Assembly an annual report on all procurement goals and actual spending for female-owned, minority-owned, and veteran-owned enterprises in the previous calendar year. Provides that the Suburban Bus Board shall hold an annual workshop open to the public on the state of supplier diversity. Effective immediately.

1 | | AN ACT concerning local government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Regional Transportation Authority Act is |
5 | | amended by adding Section 3A.19 as follows: |
6 | | (70 ILCS 3615/3A.19 new) |
7 | | Sec. 3A.19. Procurement reports. The Suburban Bus Board |
8 | | shall submit an annual report to the Governor and the General |
9 | | Assembly by April 15, 2020, and by every April 15 thereafter, |
10 | | in a searchable Adobe PDF format, on all procurement goals and |
11 | | actual spending for female-owned, minority-owned, and |
12 | | veteran-owned enterprises in the previous calendar year. These |
13 | | goals shall be expressed as a percentage of the total work |
14 | | performed by the entity submitting the report, and the actual |
15 | | spending for all female-owned, minority-owned, and |
16 | | veteran-owned enterprises shall also be expressed as a |
17 | | percentage of the total work performed by the entity submitting |
18 | | the report. |
19 | | The Suburban Bus Board and all participating entities shall |
20 | | hold an annual workshop open to the public in 2020 and every |
21 | | year thereafter on the state of supplier diversity to |
22 | | collaboratively seek solutions to structural impediments to |
23 | | achieving stated goals, including testimony from each |
