Amends the Secretary of State Act. Requires the Secretary of State to take steps to ensure that all State forms and documents requiring the listing of gender designations or requiring persons to identify their gender shall include, as a gender designation, the term "non-binary" in addition to male and female gender designations. Requires each unit of local government in this State to adopt an ordinance or resolution requiring that unit of local government to take steps to ensure that all its forms and documents shall include the "non-binary" gender designation in a manner substantially similar to forms and documents as may be produced by the Secretary. Effective January 1, 2020.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Secretary of State Act is amended by adding |
5 | | Section 30 as follows: |
6 | | (15 ILCS 305/30 new) |
7 | | Sec. 30. Gender designations on forms and documents. |
8 | | (a) As soon as practicable after the effective date of this |
9 | | amendatory Act of the 101st General Assembly, the Secretary of |
10 | | State shall take steps to ensure that all State forms and |
11 | | documents requiring the listing of gender designations or |
12 | | requiring persons to identify their gender shall include, as a |
13 | | gender designation, the term "non-binary" in addition to male |
14 | | and female gender designations. |
15 | | (b) As soon as practicable after the effective date of this |
16 | | amendatory Act of the 101st General Assembly, each unit of |
17 | | local government in this State shall adopt an ordinance or |
18 | | resolution requiring that unit of local government to take |
19 | | steps to ensure that all its forms and documents shall include |
20 | | the "non-binary" gender designation in a manner substantially |
21 | | similar to forms and documents as may be produced by the |
22 | | Secretary under subsection (a).
