2 | | AMENDMENT NO. ______. Amend House Bill 3516, AS AMENDED, by |
3 | | replacing everything after the enacting clause with the |
4 | | following:

5 | | "Section 5. The Rehabilitation of Persons with |
6 | | Disabilities Act is amended by changing Section 12 as follows:
|
7 | | (20 ILCS 2405/12) (from Ch. 23, par. 3443)
|
8 | | Sec. 12. Services for the visually impaired. The Department |
9 | | shall
provide community services and medical services, |
10 | | including, but not limited to, nursing staff services for basic |
11 | | medical care, for persons
with visual disabilities at the |
12 | | Illinois Center for
Rehabilitation
and Education to promote the |
13 | | general welfare and rehabilitation of
persons with major visual |
14 | | disabilities and provide such related services as
will promote |
15 | | independent living, lessen the limitations of their
|
16 | | disability, teach them vocational and other skills, and assist |
|

1 | | in making
them self-supporting and responsible citizens of |
2 | | their communities. The
community services program shall |
3 | | provide such instruction and intensive
rehabilitation training |
4 | | service individually or in groups as is deemed
necessary and |
5 | | practicable for each individual case, using the best
|
6 | | appliances, skills, and specialist services known. The Center |
7 | | shall carry out these purposes by providing
appropriate |
8 | | training in a residential center for persons with visual
|
9 | | disabilities who are found to be qualified for such training.
|
10 | | In order to facilitate the training and rehabilitation of |
11 | | persons
with major visual disabilities in industrial work
|
12 | | processes and provide necessary services, the Center and the |
13 | | community services program shall have authority to seek
and |
14 | | negotiate contracts with agencies, individuals, firms, |
15 | | manufacturers or
corporations for the repair of machines or |
16 | | equipment for persons with
visual disabilities and for |
17 | | separating, sorting, packaging, tying,
wrapping, or otherwise |
18 | | putting together small objects. The rates charged
for such work |
19 | | shall be reasonable and adequate, and comparable to those
paid |
20 | | other persons for similar services, except as the projects are |
21 | | used
for training and rehabilitation of persons with visual |
22 | | disabilities who may
not be compensated during the period of |
23 | | training.

24 | | All money which has been or may be paid to, or is received |
25 | | as payment
for such work shall be deposited in an approved bank |
26 | | or savings and loan
association in a special account known as |

1 | | the Industrial Project Fund. All
deposits and expenditures of |
2 | | the Industrial Project Fund shall be made
under the direction |
3 | | of the Department and in accordance with its rules and
|
4 | | regulations. Expenditures shall be limited to salaries and |
5 | | wages paid to
the persons with visual disabilities performing |
6 | | the work and for necessary
supplies, expenses and equipment |
7 | | required to facilitate and operate such
training and |
8 | | employment, and for the benefit, special comfort, pleasure,
|
9 | | amusement and rehabilitation of all persons with visual |
10 | | disabilities
receiving services from the Department.

11 | | No bank or savings and loan association shall receive |
12 | | public funds as
permitted by this Section, unless it has |
13 | | complied with the requirements
established under Section 6 of |
14 | | the Public Funds Investment Act.
