2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Rehabilitation of Persons with Disabilities |
5 | | Act is amended by changing Section 12 as follows:
|

7 | | Sec. 12. Services for the visually impaired. The The |
8 | | Department shall
provide community services for persons
with |
9 | | visual disabilities at the Illinois Center for
Rehabilitation
|
10 | | and Education to promote the general welfare and rehabilitation |
11 | | of
persons with major visual disabilities and provide such |
12 | | related services as
will promote independent living, lessen the |
13 | | limitations of their
disability, teach them vocational and |
14 | | other skills, and assist in making
them self-supporting and |
15 | | responsible citizens of their communities. The
community |
16 | | services program shall provide such instruction and intensive
|
17 | | rehabilitation training service individually or in groups as is |
18 | | deemed
necessary and practicable for each individual case, |
19 | | using the best
appliances, skills, and specialist services |
20 | | known. The Center shall carry out these purposes by providing
|
21 | | appropriate training in a residential center for persons with |
22 | | visual
disabilities who are found to be qualified for such |
23 | | training.

1 | | In order to facilitate the training and rehabilitation of |
2 | | persons
with major visual disabilities in industrial work
|
3 | | processes and provide necessary services, the Center and the |
4 | | community services program shall have authority to seek
and |
5 | | negotiate contracts with agencies, individuals, firms, |
6 | | manufacturers or
corporations for the repair of machines or |
7 | | equipment for persons with
visual disabilities and for |
8 | | separating, sorting, packaging, tying,
wrapping, or otherwise |
9 | | putting together small objects. The rates charged
for such work |
10 | | shall be reasonable and adequate, and comparable to those
paid |
11 | | other persons for similar services, except as the projects are |
12 | | used
for training and rehabilitation of persons with visual |
13 | | disabilities who may
not be compensated during the period of |
14 | | training.

15 | | All money which has been or may be paid to, or is received |
16 | | as payment
for such work shall be deposited in an approved bank |
17 | | or savings and loan
association in a special account known as |
18 | | the Industrial Project Fund. All
deposits and expenditures of |
19 | | the Industrial Project Fund shall be made
under the direction |
20 | | of the Department and in accordance with its rules and
|
21 | | regulations. Expenditures shall be limited to salaries and |
22 | | wages paid to
the persons with visual disabilities performing |
23 | | the work and for necessary
supplies, expenses and equipment |
24 | | required to facilitate and operate such
training and |
25 | | employment, and for the benefit, special comfort, pleasure,
|
26 | | amusement and rehabilitation of all persons with visual |
