Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity Law to conduct a study to determine where tax credits and incentives are located according to fields of industry. Provides that the Department shall report its findings on its website by January 1, 2020, indicating where incentives are located and the types of industries that receive exemptions. Requires the Department to make recommendations on how to increase incentives statewide. Repeals these provisions January 1, 2021. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois is |
6 | | amended by adding Section 605-1025 as follows: |
7 | | (20 ILCS 605/605-1025 new) |
8 | | Sec. 605-1025. Tax credit and incentive study; reporting. |
9 | | The Department of Commerce and Economic Opportunity Law shall |
10 | | conduct a study to determine where tax credits and incentives |
11 | | are located according to fields of industry. The Department |
12 | | shall report its findings on its website by January 1, 2020, |
13 | | indicating where incentives are located and the types of |
14 | | industries that receive exemptions, together with its |
15 | | recommendations on how to increase incentives statewide. |
16 | | This Section is repealed January 1, 2021.

17 | | Section 99. Effective date. This Act takes effect upon |
18 | | becoming law.
