1 | | commercial vehicles; (3) cost of implementation and issuance in |
2 | | this State for both passenger and commercial vehicles; and (4) |
3 | | any benefits or deterrents to digital electronic vehicle |
4 | | registration. The report shall also examine and provide |
5 | | jurisdictional information concerning: (i) interaction with |
6 | | law enforcement and automated license plate readers; (ii) |
7 | | oversight of messaging on digital electronic license plates; |
8 | | and (iii) any other information the Secretary deems pertinent |
9 | | to the report. |
10 | | This report and its findings may be combined with the |
11 | | report and findings required under subsection (b) regarding |
12 | | electronic driver's licenses and shall be electronically sent |
13 | | to the General Assembly on or before July 1, 2020. |
14 | | (b) Pursuant to the adoption of Senate Joint Resolution 11 |
15 | | of the 99th General Assembly, the Secretary of State's Office |
16 | | organized the Electronic Driver's License Task Force and |
17 | | produced a report to the General Assembly on April 21, 2016 |
18 | | concerning the feasibility of offering an electronic driver's |
19 | | license. The report recommended the Secretary of State further |
20 | | monitor advancements in technology pertaining to the creation |
21 | | and implementation of electronic driver's licenses. |
22 | | The Secretary of State shall update the findings of the |
23 | | original report to the General Assembly issued in 2016 |
24 | | regarding the issuance of an electronic driver's license to |
25 | | eligible drivers. This report shall include, but not be limited |
26 | | to: (1) advancements in technology since the initial report; |

1 | | (2) production information on other states offering an |
2 | | electronic driver's license to qualified drivers in their |
3 | | jurisdictions; and (3) cost and timeline to implement an |
4 | | electronic driver's license program in this State. |
5 | | This report and its findings may be combined with the |
6 | | report and findings required under subsection (a) regarding |
7 | | digital electronic license plates for passenger and commercial |
8 | | vehicles and shall be electronically sent to the General |
9 | | Assembly on or before July 1, 2020. |
10 | | (c) This Section is repealed on January 1, 2021.

11 | | Section 99. Effective date. This Act takes effect upon |
12 | | becoming law.".
