Amends the Illinois Procurement Code. Provides that for any project under a construction contract, the contract shall require that, to the extent practicable, at least 10% of man-hours performing construction services be performed by individuals who reside in areas of poverty. Requires the Department of Central Management Services to annually release a list of areas of poverty that meet the requirements.

1 | | AN ACT concerning finance.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Procurement Code is amended by |
5 | | adding Section 30-40 as follows: |
6 | | (30 ILCS 500/30-40 new) |
7 | | Sec. 30-40. Construction project man-hour requirements. |
8 | | For any project under a construction contract subject to this |
9 | | Article, the contract shall require that, to the extent |
10 | | practicable, at least 10% of man-hours performing construction |
11 | | services be performed by individuals who reside in areas of |
12 | | poverty. |
13 | | The Department of Central Management Services shall |
14 | | annually release a list of areas of poverty that meet the |
15 | | requirements of this Section. |
16 | | As used in this Section, "areas of poverty" means areas, as |
17 | | determined by federal census tracts, where 20% or more of the |
18 | | individuals who live in the census tract have lived at or below |
19 | | 150% of the federal poverty level, as determined by the U.S. |
20 | | Department of Health and Human Services, for the last 30 years.
