2 | | AMENDMENT NO. ______. Amend House Bill 3293 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Illinois Procurement Code is amended by |
5 | | changing Section 20-20 and by adding Section 20-57 as follows:
|
6 | | (30 ILCS 500/20-20)
|
7 | | Sec. 20-20. Small purchases.
|
8 | | (a) Amount. Any individual procurement of supplies or
|
9 | | services not exceeding $100,000 and any procurement of
|
10 | | construction not exceeding
$100,000, or any individual |
11 | | procurement of professional or artistic services not exceeding |
12 | | $100,000 may be made without competitive source selection.
|
13 | | Procurements shall not be artificially
divided so as to |
14 | | constitute a small purchase under this Section. Any procurement |
15 | | of construction not exceeding $100,000 may be made by an |
16 | | alternative competitive source selection. The construction |

1 | | agency shall establish rules for an alternative competitive |
2 | | source selection process. This Section does not apply to |
3 | | construction-related professional services contracts awarded |
4 | | in accordance with the provisions of the Architectural, |
5 | | Engineering, and Land Surveying Qualifications Based Selection |
6 | | Act.

7 | | (b) Adjustment. Each July 1, the small purchase maximum
|
8 | | established in subsection (a)
shall be adjusted for inflation |
9 | | as determined by the Consumer
Price Index for All Urban |
10 | | Consumers as determined by the United States
Department of |
11 | | Labor and rounded to the nearest $100.
|
12 | | (c) Based upon rules proposed by the Board and rules |
13 | | promulgated by the
chief procurement officers, the small |
14 | | purchase maximum established in
subsection
(a) may be modified. |
15 | | (d) Certification. All small purchases with an annual value |
16 | | of more than $20,000 shall be accompanied by Standard Illinois |
17 | | Certifications in a form prescribed by each chief procurement |
18 | | officer. For small purchases made with a value between $5,000 |
19 | | and $20,000, State agencies and public institutions of higher |
20 | | education will attempt to obtain Standard Illinois |
21 | | Certifications to the extent practical.
