Amends the Property Tax Code. Provides for a $10,000 reduction in the equalized assessed value of property located (i) within the 65 DNL Build-out Contour for O'Hare International Airport or (ii) within an alternative 65 CNEL Build-out Contour for O'Hare International Airport. Effective immediately.

1 | | AN ACT concerning revenue.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Property Tax Code is amended by adding |
5 | | Section 15-183 as follows: |
6 | | (35 ILCS 200/15-183 new) |
7 | | Sec. 15-183. Aircraft noise mitigation homestead |
8 | | reduction. |
9 | | (a) Beginning in taxable year 2019, homestead property that |
10 | | that is located at an eligible address is entitled to a |
11 | | reduction in the property's equalized assessed value in the |
12 | | amount of $10,000 per year. It is the intent of the General |
13 | | Assembly that homeowners who have been affected by aircraft |
14 | | noise should receive compensation for the cost of soundproofing |
15 | | their property. |
16 | | (b) To receive the exemption, a person must submit an |
17 | | annual application to the chief county assessment officer |
18 | | during the period specified by the chief county assessment |
19 | | officer. The chief county assessment officer may determine the |
20 | | eligibility of residential property to receive the homestead |
21 | | exemption and the amount of the exemption by application, |
22 | | visual inspection, questionnaire or other reasonable methods. |
