1 | | Development Authority, or his or her designee;
|
2 | | (9) the Secretary of Human Services; or his or her |
3 | | designee;
|
4 | | (10) the Director on Aging, or his or her designee;
|
5 | | (11) the Director of Commerce and Economic Opportunity |
6 | | or his or her designee;
|
7 | | (12) the Director of Children and Family Services or |
8 | | his or her designee;
|
9 | | (13) the Director of Public Health or his or her |
10 | | designee;
|
11 | | (14) the Director of Healthcare and Family Services or |
12 | | his or her designee;
|
13 | | (15) the Director of Human Rights or his or her |
14 | | designee; and
|
15 | | (16) 9 representatives from organizations offering aid |
16 | | or services to immigrants, appointed by the Governor.
|
17 | | (c) The Task Force shall convene as soon as practicable |
18 | | after the effective date of this Act, and shall hold at least |
19 | | 12 meetings. Members of the Task Force shall serve without |
20 | | compensation. The Department of Human Services and the |
21 | | Department of Human Rights, along with any other State agency |
22 | | relevant to the issue of immigration in this State shall |
23 | | provide administrative and other support to the Task Force.

24 | | (d) The Task Force shall examine the following issues:
|
25 | | (1) what the State of Illinois is currently doing to |
26 | | proactively help immigrant communities in this State, |

1 | | including whether such persons are receiving help to become |
2 | | citizens, receiving help to become business owners, and |
3 | | receiving aid for educational purposes;
|
4 | | (2) what can the State do going forward to improve |
5 | | relations between the State and immigrant communities in |
6 | | this State;
|
7 | | (3) what is the status of immigrant communities from |
8 | | urban, suburban, and rural areas of this State, and have |
9 | | adequate support and resources been provided to these |
10 | | communities;
|
11 | | (4) the extent to which immigrants in this State are |
12 | | being discriminated against;
|
13 | | (5) whether the laws specifically targeted to benefit |
14 | | immigrant populations in this State are actually having a |
15 | | beneficial effect; and
|
16 | | (6) whether the State has parity in terms of hiring |
17 | | immigrant persons.
|
18 | | (e) The Task Force shall report its findings and |
19 | | recommendations based upon its examination of issues under |
20 | | subsection (d) to the Governor and the General Assembly on or |
21 | | before May 31, 2020. |
22 | | Section 10. Repeal. This Act is repealed on January 1, |
23 | | 2021.

24 | | Section 99. Effective date. This Act takes effect upon |
25 | | becoming law.
