AMENDMENT TO HOUSE BILL 3153 




2    AMENDMENT NO. ______. Amend House Bill 3153 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Department of Natural Resources 
5(Conservation) Law of the
Civil Administrative Code of Illinois 
6is amended  by adding Section 805-307 as follows:
 
7    (20 ILCS 805/805-307 new)
8    Sec. 805-307. Starved Rock; fees.
9    (a)  The Department may by rule implement a parking fee 
10requirement for entrance into Starved Rock State Park. 
11    (b) Moneys collected under this Section shall be deposited 
12into the State Parks Fund with 80% of the fees collected under 
13this Section allocated for infrastructure purposes of Starved 
14Rock State Park and 20% of the fees collected under this 
15Section allocated for public safety of Starved Rock State Park. 
16    (c) The Department may adopt rules necessary to implement

1this Section. 
2    (d) The Department shall conduct a study of the impact and 
3the effectiveness of the Starved Rock State Park parking fee 
4over a period of 3 years to determine if a parking fee should 
5be enacted in all State Parks. The Department shall report the 
6findings of the study and any recommendations to the General 
7Assembly on or before July 1, 2023.

 
 
8    Section 99. Effective date. This Act takes effect January 
91, 2020.".
