SYNOPSIS AS INTRODUCED:

New Act

Creates the Veterans Cyber Academy Pilot Program Act. Provides that the Department of Veterans' Affairs shall establish and implement a pilot program to provide veterans residing in the State with access to cyber security training, certification, apprenticeships, and additional resources to enter the cyber security field of work. Provides that the pilot program shall run from January 1, 2021 to December 31, 2023. Provides specified requirements to the Department in implementing the pilot program. Effective immediately.

AN ACT concerning veterans.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Veterans Cyber Academy Pilot Program Act.

Section 5. Veterans Cyber Academy Pilot Program.

(a) As used in this Act:

"Department" means the Department of Veterans' Affairs.

(b) The Department shall establish and implement a pilot program to provide veterans residing in the State with access to cyber security training, certification, apprenticeships, and additional resources to enter the cyber security field of work. The pilot program shall run from January 1, 2021 to December 31, 2023. The Department shall perform all of the following:

(1) Establish relevant courses of study for participants that culminate in an industry-recognized certification.

(2) Establish a registry of available cybersecurity jobs in and around the State.

(3) Develop partnerships with government agencies and private sector organizations that provide participants with education, training, and apprenticeships.

(4) Administer the pilot program and adopt rules governing the pilot program, including:

(A) eligibility and selection criteria for State veterans;

(B) eligibility and selection criteria for partner organizations and government agencies;

(C) any prerequisite coursework;

(D) requirements to receive certification; and

(E) any other standards and procedures the Department considers necessary or appropriate.

(5) Collect the following data:

(A) number of participants enrolling in the pilot program;

(B) number of participants completing the pilot program;

(C) length of participation in the pilot program;

(D) 60-day, 90-day, and 120-day employment outcomes for participants;

(E) names of all public and private partner organizations; and

(F) number of former participants employed by each public and private partner organization.

(c) Within 180 days of the completion of the pilot program, the Department shall deliver to the Governor and General Assembly a report on program outcomes, including recommendations for implementing the program on a permanent basis.

Section 99. Effective date. This Act takes effect upon becoming law.
