Amends the General Assembly Compensation Act. Provides that if the State has not cut the backlog of unpaid bills by 10% by the end of fiscal year 2020, salaries of the members of the General Assembly shall be cut by 10%. Provides that the percentage by which the backlog of unpaid bills has decreased or increased at the end of the fiscal year shall be certified by the State Comptroller. Provides that the 10% salary decrease shall only apply to members sworn into office on and after the second Wednesday in January of 2021, and shall only take effect during the term for which members are elected. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The General Assembly Compensation Act is amended |
5 | | by adding Section 1.10 as follows: |
6 | | (25 ILCS 115/1.10 new) |
7 | | Sec. 1.10. Backlog of bills. Notwithstanding any other law |
8 | | to the contrary, if the State has not cut the backlog of unpaid |
9 | | bills by 10% by the end of fiscal year 2020, salaries of the |
10 | | members of the General Assembly shall be cut by 10%. The |
11 | | percentage by which the backlog of unpaid bills has decreased |
12 | | or increased at the end of the fiscal year shall be certified |
13 | | by the State Comptroller. The 10% salary decrease provided |
14 | | under this Section shall only apply to members sworn into |
15 | | office on and after the second Wednesday in January of 2021, |
16 | | and shall only take effect during the term for which members |
17 | | are elected.

18 | | Section 99. Effective date. This Act takes effect upon |
19 | | becoming law.
