Creates the Protection of Individuals with Disabilities in the Criminal
Justice System Task Force Act of 2019. Re-establishes the Protection of Individuals with
Disabilities in the Criminal Justice System Task Force. Specifies membership and appointment of the Task Force. Provides that the Guardianship and Advocacy Commission shall provide
administrative and other support to the Task Force. Provides that the Task Force shall
consider issues that affect adults and juveniles with
disabilities with respect to their involvement with the police,
detention and confinement in correctional facilities,
representation by counsel, participation in the criminal
justice system, communications with their families, awareness
and accommodations for their disabilities, and concerns for the
safety of the general public and individuals working in the
criminal justice system. Provides that the Task Force shall make
recommendations to the Governor and to the General Assembly
regarding policies, procedures, legislation, and other actions
that can be taken to protect the public safety and the
well-being and rights of individuals with disabilities in the
criminal justice system. Provides that the Task Force shall submit a report
with its findings and recommendations to the Governor, the
Attorney General, and to the General Assembly on or before
September 30, 2020. Repeals Act on January 1, 2022. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Protection of Individuals with Disabilities in the Criminal
|
6 | | Justice System Task Force Act of 2019. |
7 | | Section 5. Protection of Individuals with Disabilities in
|
8 | | the Criminal Justice System Task Force; members. |
9 | | (a) There is created the Protection of Individuals with
|
10 | | Disabilities in the Criminal Justice System Task Force ("Task
|
11 | | Force") consisting of 24 members, one member appointed by the
|
12 | | Attorney General, one liaison of the Office of the Governor and
|
13 | | 14 other members appointed by the Governor, 2 circuit judges
|
14 | | appointed by the Supreme Court, one member appointed by the
|
15 | | State Treasurer, one member appointed by the Guardianship and
|
16 | | Advocacy Commission, and 4 members of the General Assembly, one
|
17 | | each appointed by the Speaker of the House of Representatives,
|
18 | | the Minority Leader of the House of Representatives, the
|
19 | | President of the Senate, and the Minority Leader of the Senate.

20 | | The appointments shall be made within 90 days after the
|
21 | | effective date of this Act. |
22 | | (b) The members shall reflect the racial, ethnic, and
|
23 | | geographic diversity and diversity of disabilities of this
