AMENDMENT TO HOUSE BILL 2924

2    AMENDMENT NO. ______. Amend House Bill 2924 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Business Enterprise for Minorities, Women,
5and Persons with Disabilities Act is amended by adding Section
68k as follows:
 
7    (30 ILCS 575/8k new)
8    Sec. 8k. Municipal and sports facility diversity report.
9    (a) Beginning in Fiscal Year 2020, and for each fiscal year
10thereafter, (1) any museum under the authority of a park
11district in a municipality having a population of 1,000,000 or
12more and (2) any sports facility under the jurisdiction of the
13Illinois Sports Facilities Authority shall submit an annual
14diversity report to the Council which includes information and
15data on diversity goals, and progress toward achieving those
16goals, by certified businesses owned by minorities, women, and

1persons with disabilities.
2    (b) The diversity report shall include the following
3information from the previous fiscal year:
4        (1) the percentage of total annual spending on
5    contracts with businesses owned by minorities, women, and
6    persons with disabilities, or the total number of contracts
7    let to businesses owned by minorities, women, and persons
8    with disabilities;
9        (2) the type of contracts awarded or let to businesses
10    owned by minorities, women, and persons with disabilities;
11        (3) a narrative description of contracting diversity
12    goals and plans for meeting those goals; and
13        (4) the percentage of total annual spending in
14    professional services with certified businesses owned by
15    minorities, women, and persons with disabilities,
16    including, but not limited to, the following professional
17    services categories: (A) accounting; (B) architecture and
18    engineering; (C) consulting; (D) information technology;
19    (E) insurance; (F) financial, legal, and marketing
20    services; and (G) any other professional service.
21    The diversity report shall be submitted in a format and
22time as prescribed by the Council by rule. The Council shall
23publish each annual report on its website. In November of each
24year, the Council shall transmit to the General Assembly a
25report including a summary of the information reported to the
26Council for the previous fiscal year, and a cumulative summary

1for all previous years in which reports were filed.
2    (c) Museums required to submit reports under this Section
3are encouraged to hold an annual workshop open to the public in
42020, and each year thereafter, on the state of contracting
5diversity goals, and collaboratively seek solutions to
6structural impediments to achieving State goals. Museums may
7hold this workshop together or separately.
8    (d) Sports facilities required to submit reports under this
9Section are encouraged to hold an annual workshop open to the
10public in 2020, and each year thereafter, on the state of
11contracting diversity goals, and collaboratively seek
12solutions to structural impediments to achieving State goals.
13Sports facilities may hold this workshop together or
14separately.
15    (e) The Council shall publish a database on its website of
16the point of contact for each museum and sports facility for
17contracting diversity, along with a list of certifications each
18recognizes for contracting diversity.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.".
