1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Public Health Powers and |
5 | | Duties Law of the
Civil Administrative Code of Illinois is |
6 | | amended by adding Section 2310-223 as follows: |
7 | | (20 ILCS 2310/2310-223 new) |
8 | | Sec. 2310-223. Obstetric hemorrhage and hypertension |
9 | | training. |
10 | | (a) As used in this Section, "hospital" means a hospital |
11 | | licensed under the Hospital Licensing Act. |
12 | | (b) The Department shall ensure that all hospitals require |
13 | | new obstetric staff hires, emergency department staff hires, |
14 | | anesthesia staff hires, and any other hires that care for |
15 | | pregnant or postpartum women, including residents and fellows |
16 | | in training, to complete educational training on the management |
17 | | of severe maternal hypertension and postpartum hemorrhage. |
18 | | Hospitals must demonstrate completion of the training of new |
19 | | hires with a course certificate from the Department, such as |
20 | | the certificate provided by the Alliance for Innovation in |
21 | | Maternal Health eModules on Maternal Hypertension in Pregnancy |
22 | | and Obstetric Hemorrhage, as supported by the American College |
23 | | of Obstetrics and Gynecology. |

1 | | (c) The Department shall ensure that all hospitals conduct |
2 | | continuing education yearly for providers and staff of |
3 | | obstetric medicine and of the emergency department and other |
4 | | staff that may care for pregnant or postpartum women. The |
5 | | continuing education shall include yearly simulations or |
6 | | drills regarding management of severe maternal hypertension |
7 | | and obstetric hemorrhage for all units that care for pregnant |
8 | | or postpartum women. Hospitals must demonstrate compliance |
9 | | with these education and training requirements. |
10 | | (d) The Department shall ensure that all hospitals require |
11 | | all current and new obstetrical staff, emergency department |
12 | | staff, and any other staff, including residents and fellows in |
13 | | training, who provide care for pregnant or postpartum women to |
14 | | receive implicit bias training and education in cultural |
15 | | competency in interactions between patients and providers. |
16 | | (e) The Department shall provide support for the Illinois |
17 | | Perinatal Quality Collaborative to develop an initiative to |
18 | | improve birth equity and reduce peripartum racial and ethnic |
19 | | disparities, modeled using the Alliance for Innovation on |
20 | | Maternal Health and the California Maternal Quality |
21 | | Collaborative's pilot work on improving birth equity. The |
22 | | Department shall support the initiation of a statewide |
23 | | perinatal quality improvement initiative in collaboration with |
24 | | Illinois birthing hospitals to implement strategies to reduce |
25 | | peripartum racial and ethnic disparities and to address |
26 | | implicit bias in the health care system. |
