Creates the Community Providers Billing Act. Provides that the State of Illinois shall establish a Medicaid technical assistance grant to fund the creation or procurement of a third-party administrator to assist community-based organizations to effectively and efficiently engage with Medicaid managed care organizations, including billing, contracting, and data sharing. Provides that the State shall provide for: the use of the third-party administrator by eligible organizations, including community-based organizations, local health departments, and other units of government; funding mechanisms; and the scope of the third-party administrator. |

1 | | AN ACT concerning public aid.

2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly:

4 | | Section 1. Short title. This Act may be cited as the |
5 | | Community Providers Billing Act.
|
6 | | Section 5. Third-party administrator. To improve the |
7 | | sustainability and viability of community-based organizations, |
8 | | the State of Illinois shall establish a Medicaid technical |
9 | | assistance grant to fund the creation or procurement of a |
10 | | third-party administrator to assist community-based |
11 | | organizations to effectively and efficiently engage with |
12 | | Medicaid managed care organizations, including billing, |
13 | | contracting, and data sharing. Through the adoption of rules or |
14 | | policy, the State shall provide for: the use of the third-party |
15 | | administrator by eligible organizations, including |
16 | | community-based organizations, local health departments, and |
17 | | other units of government; funding mechanisms; and the scope of |
18 | | the third-party administrator.
