Amends the Illinois Procurement Code. Provides that any contract entered into under the Act on and after July 1, 2019 that provides for the addition, alteration, renovation, or repair of the plumbing infrastructure of any existing commercial building or structure, or the construction of any new building or structure, in this State shall require the purchase and use of energy-efficient toilets. Provides an exception to the required purchase and use of energy-efficient toilets. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Procurement Code is amended by |
5 | | adding Section 30-55 as follows: |
6 | | (30 ILCS 500/30-55 new) |
7 | | Sec. 30-55. Use of energy-efficient toilets. Any contract |
8 | | entered into under this Act on and after July 1, 2019 that |
9 | | provides for the addition, alteration, renovation, or repair of |
10 | | the plumbing infrastructure of any existing commercial |
11 | | building or structure, or the construction of any new building |
12 | | or structure, in this State shall require the purchase and use |
13 | | of energy-efficient toilets. The requirements of this Section |
14 | | do not apply if the cost to acquire energy-efficient toilets is |
15 | | more than 10% higher than that of the cost of |
16 | | non-energy-efficient toilets, or 10% more than the next highest |
17 | | bid that does not provide for the purchase and use |
18 | | energy-efficient toilets.

19 | | Section 99. Effective date. This Act takes effect upon |
20 | | becoming law.
