SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Means Matter Suicide Prevention Act. Provides that beginning in 2020, and on a biennial basis thereafter, every public official in this State must complete a course of training on suicide prevention. Provides that the Secretary of State shall implement and conduct the training program, and shall set standards and determine the hours and frequency of training necessary for public officials under the Act. Provides that a person who fills a vacancy in an elective or appointed position that requires training under the Act must complete his or her initial suicide prevention training within 30 days after commencement of his or her office. Provides that upon completion of the training program, each public official must certify that he or she has completed the training program, and submit a signed copy of the certification to the Secretary. Requires the Secretary to submit a report to the General Assembly and the Governor on a biennial basis that summarizes the most recent suicide prevention training that was completed by public officials, and lays out the plan for the training program for the next year in which suicide prevention training shall take place. Provides that the Secretary of State shall adopt any rules necessary to implement and conduct the suicide prevention training program. Defines terms. Effective January 1, 2020.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Means
5Matter Suicide Prevention Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Public official" means any person who is elected or
8appointed to public office in this State.
9    "Secretary" means the Secretary of State.
10    "Training program" means the suicide prevention training
11program established under this Act.
 
12    Section 10. Suicide prevention training program.
13    (a) Beginning in 2020, and on a biennial basis thereafter,
14every public official in this State must complete a course of
15training on suicide prevention. The Secretary of State shall
16implement and conduct the training program, and shall set
17standards and determine the hours and frequency of training
18necessary for public officials under this Act.
19    (b) A person who fills a vacancy in an elective or
20appointed position that requires training under this Act must
21complete his or her initial suicide prevention training within
2230 days after commencement of his or her office.

1    (c) Upon completion of the suicide prevention training
2program, each public official must certify, on forms prescribed
3by the Secretary, that he or she has completed the training
4program. Each public official must submit a signed copy of the
5certification to the Secretary by the deadline for completion
6of the training program, which shall be set by the set by the
7Secretary.
8    (d) The Secretary of State shall on a biennial basis submit
9a report to the General Assembly and the Governor that
10summarizes the most recent suicide prevention training that was
11completed by public officials, and lays out the plan for the
12training program for the next year in which suicide prevention
13training shall take place.
 
14    Section 15. Rules. The Secretary of State shall adopt any
15rules necessary to implement and conduct the suicide prevention
16training program required under this Act.
 
17    Section 99. Effective date. This Act takes effect January
