SYNOPSIS AS INTRODUCED:
Appropriates $10,000,000 to the Illinois State Board of Education for after-school art programs and $10,000,000 to the Illinois Arts Council for community art programs. Effective July 1, 2019.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The sum of $10,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education to provide grants for after-school, art-based programs for schools with a low-income pupil count greater than 70% as certified by the Department of Human Services.
Section 10. The sum of $10,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Arts Council for community art programs located in a census tract that is 125% below the poverty level according to the United States Census Bureau to administer arts education and art therapy programs.
Section 99. Effective date. This Act takes effect July 1, 2019.
