SYNOPSIS AS INTRODUCED:
 

 
New Act

     Creates the Legislative Accessibility Act. Provides that the General Assembly shall make all efforts to increase public accessibility to the General Assembly, and specifies the efforts to be included. Provides that the Secretary of State shall make all efforts to increase public accessibility to all State buildings. Provides specified accessibility requirements for the State Capitol Building and the James R. Thompson Center.

1    AN ACT concerning government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 1. Short title. This Act may be cited as the 
5Legislative Accessibility Act.
 
6    Section 5. General Assembly accessibility.

7    (a)   The General Assembly shall make all efforts to increase 
8public accessibility to the General Assembly.

9    (b)   Efforts to increase public accessibility of the General 
10Assembly shall include, but not be limited to: (1) captioning 
11of all television and live feed video events in the State 
12Capitol Building; and (2) a formal process, advertised on the 
13Illinois General Assembly website, to request and follow up on 
14reasonable accommodations for people attending legislative 
15events, including, but not limited to, all hearings and floor 
16proceedings.

 
17    Section 10. State Building accessibility.

18    (a)   The Secretary of State shall make all efforts to 
19increase public accessibility to all State buildings.

20    (b)   In addition to any upgrades which may be made under 
21subsection (a), the State Capitol Building and the James R. 
22Thompson Center shall, at a minimum:

1        (1)   have at least one bathroom in the Capitol that has 
2    adult size changing beds;
     
3        (2)   have at least one room as a sensory break space;
     
4        (3)   post broken elevator alerts on the Illinois General 
5    Assembly website, with suggestions for alternate routes;
     
6        (4)   develop and publicly post clear maps for the 
7    Capitol Building, the William G. Stratton Building, and the 
8    Michael J. Howlett Building to enable people to navigate 
9    more easily; and
     
10        (5)   maintain a stock of at least 10 manual wheelchairs 
11    to be used by visitors to the Capitol.

12    (c)   In addition to any upgrades which may be made under 
13subsection (a), the James R. Thompson Center shall, at a 
14minimum:
     
15        (1)   have at least one bathroom that has adult size 
16    changing beds;
     
17        (2)   have at least one room as a sensory break space;
     
18        (3)   post readily accessible broken  elevator alerts or 
19    notices, with suggestions for alternate routes;
     
20        (4)   develop and publicly post clear maps for the 
21    Thompson Center and the surrounding area to enable people 
22    to navigate more easily; and
     
23        (5)   maintain a stock of at least 10 manual wheelchairs 
24    to be used by visitors.
