SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.61a

    Amends the School Code. With regard to the 21st Century Community Learning Center Grant Program, provides that for Fiscal Year 2020 only, the State Board of Education must award grants to eligible applicants under the Program to establish 50 after-school programs in 50 disadvantaged communities where the household income is greater than 95% of the poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
52-3.61a as follows:
 
6    (105 ILCS 5/2-3.61a)
7    Sec. 2-3.61a. 21st Century Community Learning Center Grant
8Program.
9    (a) The State Board of Education shall be the designated
10agency responsible for the administration of programs under
11Part I of Subchapter X of Chapter 70 of the federal Elementary
12and Secondary Education Act of 1965.
13    (b) The State Board of Education shall establish and
14implement a 21st Century Community Learning Center Grant
15Program, in accordance with federal guidelines, to provide
16grants to support whole child-focused after-school programs
17that are aligned with the regular academic programs of a school
18and the academic needs of students. These grants shall be used
19to help those students who attend high-poverty, low-performing
20schools meet State and local performance standards in core
21academic subjects and, if applicable, increase school day
22attendance and improve social-emotional skills and to offer
23opportunities for families of participating students to have

1meaningful engagement in their children's education that are
2linked to learning and healthy development outcomes. If
3appropriate, external stakeholder feedback shall be gathered
4and used to inform the grant application.
5    The State Board of Education shall award grants to eligible
6applicants that are of sufficient size and scope to implement
7effective after-school programs, to ensure reasonable success
8of achieving the goals identified in the grant application, and
9to offer those activities that are necessary to achieve these
10goals and performance indicators and measures with a direct
11link to student achievement.
12    For Fiscal Year 2020 only, the State Board of Education
13must award grants to eligible applicants under this Section to
14establish 50 after-school programs in 50 disadvantaged
15communities where the household income is greater than 95% of
16the poverty guidelines updated periodically in the Federal
17Register by the U.S. Department of Health and Human Services
18under the authority of 42 U.S.C. 9902(2).
19    (c) Using State funds, subject to appropriation, and any
20federal funds received for this purpose, the State Board of
21Education may establish any other grant programs that are
22necessary to establish high-quality, academically based,
23after-school programs that include family-centered education
24activities.
25    (d) The State Board of Education may adopt any rules
26necessary to implement this Section.
